ADVERTISEMENT FOR BIDS Sealed proposals will be received by the Municipal Water Authority of Aliquippa, Beaver County, Pennsylvania at the Authority office located at 140 Bet Tech Drive, Aliquippa, Pennsylvania 15001 until 10:00 AM prevailing time on March 30, 2021 for: CONTRACT NO. 21-03 SERVICE LATERAL IDENTIFICATION – SOFT DIG PHASE III The scope of work generally consists of partial excavation of public water service laterals for approximately 100 single-family dwellings in the general West Aliquippa area, including surface restoration and traffic control. Partial excavation encompasses discovery and identification of each service lateral and recording of material of construction. All work shall be constructed according to drawings and specifications which are on file at the office of the Owner and Lennon, Smith, Souleret Engineering, Inc.; 846 Fourth Avenue; Coraopolis, Pennsylvania 15108-1522. Bids will be publicly opened and read aloud approximately at 10:00 AM prevailing time on March 30, 2021, at the Authority office located at 140 Bet Tech Drive, Aliquippa, Pennsylvania 15001. Bid Documents are being distributed by F. L. Haus Company, 921 Ridge Avenue, Pittsburgh, PA 15212. All bidders are required to buy the full set of drawings and specifications for a non-refundable deposit of $75.00 from F. L. Haus Company at www.flhausplanroom.com. Any technical questions regarding the bid documents are to be directed to Lennon, Smith, Souleret Engineering, Inc. (412-264-4400, Ext. 212). Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Authority. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the MUNICIPAL WATER AUTHORITY OF ALIQUIPPA to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the Commonwealth of Pennsylvania or any applicable municipal ordinances. The Authority reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The Authority shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Authority may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Authority has received all required approvals from other governmental agencies.
