ADVERTISEMENT FOR BIDS Sealed proposals will be received by the Center Township Water Authority, of Beaver County, Pennsylvania at the Authority office located at 224 Center Grange Road (Center Township), Aliquippa, Pennsylvania 15001 through the Quest Construction Data Network (QuestCDN) at www.questcdn. com until 11:00 AM prevailing time on April 5, 2021 for: CONTRACT NO. 19-W1 WATER FILTRATION PLANT The scope of work includes construction of a new 5 MGD water filtration plant complete including; design, permitting and construction of an approximately 27,000 square foot pre-engineered precast building complete; furnishing and installing of all water treatment equipment and appurtenances as specified herein; design and construction of an approximately 2,800 square foot water distribution building complete; furnishing and installing of distribution and backwash service pumps and all necessary appurtenances; design and construction of an approximately 1,000,000 gallon AWWA D110 baffled/partitioned clearwell water storage tank complete; conversion of existing 415,000 gallon clearwell tank to raw water storage tank; installation of new water and sewage lines; decommissioning of existing Interim Water Treatment Plant; and all necessary appurtenances and restoration for said construction and performing all work necessary to complete all general, mechanical and electrical work to the satisfaction of, and subject to approval of the Engineer and the Owner. All work shall be constructed according to the Contract Drawings and Specifications which are on file at the office of the Owner and Lennon, Smith, Souleret Engineering, Inc., 846 Fourth Avenue, Coraopolis, Pennsylvania 15108-1522. Bids will be publicly opened and read aloud at approximately 11:00 AM on April 5, 2021 at the Authority Office located at 224 Center Grange Road (Center Township), Aliquippa, Pennsylvania 15001. Bid Documents are available for purchase through the QuestCDN. All bidders are required to buy the full set of drawings and specifications in PDF format for a non-refundable deposit of $350.00 from QuestCDN at www.questcdn.com. Any technical questions regarding the bid documents are to be directed to LSSE through the QuestCDN website. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Authority. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Authority to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances. The Authority reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The Authority shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Authority may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Authority has received all required approvals from other governmental agencies.
