ADVERTISMENT FOR BIDS FOR EAST ST. PARKING LOT EXPANSION PROJECT

CITY OF CROWN POINT, INDIANA

Sealed bids will be received by the City of Crown Point, Indiana through its Board of Public Works and Safety at the Office of the Clerk/Treasurer located at 101 N. East St., Crown Point, IN 46307 until 11:00 A.M. (local time) on March 22, 2023. All timely received sealed bids will be publicly opened and read aloud at the regularly scheduled meeting of the City of Crown Point Board of Public Works and Safety at 11:00 A.M. (local time) on March 22, 2023. Any bid(s) received later than 11:00 A.M. (local time) on March 22, 2023, shall be returned unopened. There will be a pre bid meeting on March 8th at 10:00 am in the city council chambers located at 101 N. East St., Crown Point, IN 46307.

DESCRIPTION OF WORK: The East Street Parking Lot Expansion Project in Crown Point, Indiana includes reconstruction and re-grading of the existing parking lots owned by the City and the United States Postal Service. Reconstruction work includes removal of existing curbs, pavements, sidewalks, and lighting, re-grading to facilitate drainage to an existing detention facility in the northeast corner of the site that will be expanded as part of the project, new curb lines, full depth asphalt pavement, sidewalks, pavement markings, and lighting. Parking lot access via East Street will be reconfigured into a one-way in and one-way out configuration.

It is critical to the City of Crown Point’s position that the successful bidder be able to conduct the work in a timely, organized and sequential manner. The successful bidder must be prepared to commit resources to complete the work without interruption as required by the City of Crown Point timetable and schedule.

BID DOCUMENTS: Copies of the Specifications and Project Documents may be obtained by sending an email to HEVANS@crownpoint.in.gov requesting instructions to download project documents. In the email request, state the project name and bidder information with primary contact (address, phone, fax, email). Bid packages including specifications, forms, and quantity estimates may be obtained through email request to the City of Crown Point at no charge. All bids shall contain proper and complete executed bid forms as contained in the Specifications and Project Documents. Each bid shall be accompanied by a fully completed Form No. 96 and shall include acceptable bid security as provided in any Specifications and Project Documents. Any bid failing to provide the required information or documentation may be deemed as a non-responsive bid. The City of Crown Point reserves the right to retain any and all bids for a period of sixty (60) days and said bids shall remain in full force and effect during such time. The City of Crown Point further reserves the right to waive any informalities and to make an award to any bidder all to the advantage of the City of Crown Point or to reject all bids.

QUALIFICATION OF BIDDERS: Each qualified bidder must be listed on the most current Indiana Department of Transportation Pre-Qualified Contractors list as of the date of the bid opening for the type of work described herein. All bidders, contractors, subcontractors and suppliers shall demonstrate at least five (5) years of progressive experience in work of a similar nature to the work described herein. Any bidder that has outstanding fees or inspections or work-related performance or quality issues with the City of Crown Point may be determined as a non-responsive or non-responsible bidder. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, creed, color, sex or national origin. Each bidder shall be in compliance with the City of Crown Point’s Responsible Bidding Ordinance 2008-01-06. Each bidder shall participate in the E-verify program according to IC 22-5-1.7 et seq. Each bidder must submit certification with the bid that it has not participated in collusion or other anticompetitive practices in connection with its bid by executing and returning with its bid a Non-Collusion Affidavit. As required by IC 5-22-16.5, each bidder must submit with its bid a certification that it is not engaged in investment activities in Iran. Providing false certification may result in the consequences listed in IC 5-22-16.5-14. The successful bidder shall submit its insurance certificate naming the City of Crown Point and its professional service agents as additionally insured prior to the start of the project. A successful bidder will be required to execute a subsequent formal agreement with the City of Crown Point committing the bidder to fulfilling the commitments made by it within its bid.
