INVITATION FOR BIDS The Montgomery County Housing Authority (MCHA) will receive sealed bids electronically via the PennBid Program (www.PennBid.net) for Plumbing and Mechanical Construction for COVID -19 Related Building Modifications for Golden Age Manor, 400 Walnut Street, Royersford, PA 19468; Robert P. Smith Towers, 501 East High Street, Pottstown, PA 19464; Sidney Pollock House, 450 East High Street, Pottstown, PA 19464 and MCHA, Cherry Court, 104 West Main Street, Norristown, PA 19401 until 2:15 P.M., prevailing time on Tuesday, March 23, 2021 at which time, the bids will be opened. MCHA will only accept bids submitted electronically via the PennBid Program. Bidding documents, including plans and specifications and solicitation details are only available online for no cost at PennBid – www.PennBid.net starting Thursday, March 4, 2021. A Certified Check or Bank Draft, payable to the order of “The Montgomery County Housing Authorityâ€?, U.S. Government Bonds, or a satisfactory Bid Bond, executed by the bidder and acceptable sureties in an amount equal to five percent (5%) of the bid shall be submitted on-line through PennBid. The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds. This Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, which provides that training, employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Due to COVID-19 restrictions, there WILL NOT be an in-person Pre-Bid Meeting. There will be a Microsoft Teams conference call on Thursday, March 11, 2021 at 2 PM. The Montgomery County Housing Authority reserves the right to reject any or all bids or to waive any informalities or irregularities in the bidding when, in the opinion of the MCHA, such rejections or waivers shall be to its interest or advantage.
