INVITATION TO BID PROJECT: Challenger Learning Center for Montgomery County Community College 140 College Drive, Pottstown, PA 19464 OWNER: Montgomery County Community College PROJECT #8 FY20/21 BID DUE DATE: Wednesday, March 24, 2020 @ 3:00 PM EST. SUBMIT BIDS ONLINE TO: PENNBID PROJECT BIDDING at www.PennBid.net. Notice is hereby given that the Montgomery County Community College will accept sealed proposals online for Challenger Learning Center Project, #8 FY20/21. A lump sum bid is requested for each of the following separate contracts: General, HVAC, Plumbing and Electrical. Project Description: Demolition, cutting and patching, carpentry, millwork, wall and ceiling structure infill and patching, sealants, acoustic insulation, steel frames, wood doors, sliding doors, access doors, fire rated window assemblies, hardware, glazing, interior metal framing, gypsum board, acoustical ceilings, open cell metal ceilings, resilient base and accessories, resilient athletic flooring, tile carpeting, painting, fire extinguisher cabinets, wood cubbies, roller shades, manufactured plastic laminate casework, solid surface countertops, electrical, HVAC and plumbing for the construction of the Challenger Learning Center for Montgomery County Community College. Bidding Documents shall be obtained only at the PennBid™ website at www.PennBid.net; beginning on Wednesday, February 24, 2021. Primary bidders shall secure a set of Bidding Documents for complete Architectural, HVAC, Plumbing, Electrical and specifications from PennBid™. Bids can only be submitted via the PennBid™ Bid Management Program online. Due to the possible inaccuracies in documents procured from other sources, and the potential for an incomplete understanding of the project scope of work, bids submitted by firms who procure these documents from any other source but the authorized source will be considered non-responsive and will be rejected. Please indicate on the PennBid™ website, which of the separate contracts you are bidding: I.E. General, HVAC, Plumbing and Electrical. The General Contractor shall have on site superintendents / foreman, contractors, subcontractors & fabricators with a minimum (3) three completed projects of similar size, value & complexity of design as this project. All executing parties shall submit their qualifications and references for review with their Bid. Qualifications shall include, but not limited to, project name, project size, project description, project value, and year of completion. The Owner exercises their right for in person interviews of such said individuals upon review of resume’ and references prior to awarding Bids. All Contracts for the Project will be subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania Department of Labor and Industry. All Bidders must include the following completed forms with each bid in accordance with the Instructions to Bidders; the Non-Collusion Affidavit, Bid Security in the amount, of 10 percent of the bid, Submission of local, diverse and disadvantaged business participation Economic Opportunity Plan and Solicited Diverse Supplier Forms, Owner’s Certification of Responsible Contractor Status Forms as indicated in the Instructions to Bidders. All documents shall be uploaded to the PennBid website. In addition, the General Contractor must include required resumes and references in accordance with the Instructions to Bidders as part of their bid submissions. All documents must be uploaded to the PennBid website when submitting bids. A MANDATORY bidder’s Pre-bid Conference and tour of the work area (including major subcontractors) will be conducted in the Sustainability & Innovation Hub, located at 140 College Drive at 11:00 A.M. on Tuesday, March 2, 2020 Failure to attend walk-through may be reason for Owner to reject bid. Due to the recent issues with COVID-19, there is a required health screening prior to Pre-bid Conference for all participants at 10:30 AM. All participants of the Pre-Bid Meeting will be required to follow PA CDC standards. The Owner respectfully requires that all persons who attend the Pre-Bid Walk Thru / Conference shall wear a face covering that covers their mouth and nose, and that social distancing of 6 ft. or more between persons shall be observed at all times. The Owner will provide hand sanitizer dispensers at critical locations during the meeting for the bidders use. Contractors are encouraged to limit the number of participants to one person per company. Participants are encouraged to use technology during the walk-thru to share information. The number of people allowed in the building at one time will be limited and we will do our best to get everyone in to see the building. After the Bid openings, Bids may be withdrawn only by strictly complying with the “Modifications and Withdrawalâ€? article of the Instructions to Bidders (Document 00.2113). The Owner reserves the right to reject any or all proposals or any part thereof or items therein and to waive informalities and/or technicalities as it deems best to protect its interests NTH Feb 23 a-1
