INVITATION TO BID Renovations of the District Service Center Separate sealed Proposals for the District Service Center shall be addressed to and received by Jaclin B. Krumrine, Chief Financial Officer/Board Secretary, Owen J. Roberts School District, 901 Ridge Road, Pottstown, PA 19465-8402 to be opened September 28, 2021 at 2:30 p.m. prevailing time in Conference Room ‘B’ of the Warwick Building, 3650 Saint Peters Road, Elverson, PA 19520. Hand delivered proposals will be accepted on September 28, 2021. They will be received at the location of the bid opening between 2:00 p.m. and 2:30 p.m. prevailing local time the day of the Bid Opening. Hand delivered proposals will also be accepted at the District Administration Office, 901 Ridge Road until 12:00 noon, local prevailing time on September 28, 2021. If proposals are mailed or shipped, they must be sent to be received at 901 Ridge Road, Pottstown, PA 19465-8402 by no later than 10:00 a.m., September 28, 2021. Owen J. Roberts School District assumes no responsibility for mailed or shipped packages not received by 10:00 a.m., September 28, 2021. All proposals shall be clearly marked “BID PROPOSAL – DISTRICT SERVICE CENTER FOR 2:30 p.m. BID OPENING. Contract No. 1: General Building Construction / Project Coordinator Contract No. 2: Mechanical Construction Contract No. 3: Plumbing and Fire Protection Construction Contract No. 4: Electrical, Data, and Security Construction A mandatory pre-bid conference for all bidders will be held at the project site, 932 Sanatoga Rd, Pottstown, PA 19645 on Tuesday, September 14, 2021 at 9:00 a.m., local time. Prospective bidders are required to visit project site. BID SECURITY: Bid security shall be submitted with each bid in the amount of 10% percent of the proposal amount. No Bid may be withdrawn for a period of 60 days after opening, unless the Project is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case no bid may be withdrawn for a period of 120 days after opening. Owner reserves the right to reject any and all proposal, and to waive informalities and irregularities to the full extent permitted under Pennsylvania law. DOCUMENTS: A. Electronic Bid Documents may be obtained after September 8, 2021 by contacting the Architect. Documents will be provided to prime bidders only; only complete sets of documents will be issued. a. A refundable $200.00 deposit to all bidders who submit a bid is required for the documents. Checks are to be made payable to the Owen J. Roberts School District. B. Viewing Bid Documents: Examine after September 8, 2021 at the office of the Architect: MAROTTA / MAIN ARCHITECTS, 214 North Duke Street, Lancaster, PA 17602. C. All questions should be addressed in writing, email (, copy ( to the attention of the Project Architect, Christopher Peters. D. Any Prime Contractor that intends to bid the project through receipt of documents from sources other than the Architect, must notify the Architect’s Office of their intent to bid. TIME OF COMPLETION: A. Successful bidders shall commence the Work upon receipt of the Notice to Proceed and shall complete the Work within the Contract Time, as follows: 1. Substantial Completion of the Work: May 6, 2022 2. Final Completion of the Work: May 27, 2022. B. Contractors shall be liable for actual damages arising from failure to achieve timely Substantial Completion and/or timely Final Completion of the Work. BIDDER’S QUALIFICATIONS: A. Bidders must be responsible bidders under Pennsylvania law, properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, a separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder. The OJRSD reserves the right to reject any or all bids, or parts thereof, or items therein, and to waive any defects or irregularities and bid securities, as may be deemed to be in its best interests.
