PLAYGROUNDS IMPROVEMENT PROJECT MONTGOMERY COUNTY INTERMEDIATE UNIT #23 SECTION 001100 – INVITATION TO BID SEALED BIDS are invited by the undersigned under the terms and conditions contained within the Contract Documents for the project described as the Playgrounds Improvement Project located at 1605 W. Main St., Norristown, PA 19401 and 970 Highland Ave., Abington, PA 19001 for the Montgomery County Intermediate Unit #23. SEPARATE PROPOSALS are invited on a lump sum basis for Montgomery County Intermediate Unit #23 the following work: CONTRACT NO. 1 – General Construction (GC) SEALED BIDS shall be submitted electronically via the PennBid Program no later than 1:00 pm on Wednesday, November 3, 2021, at which time they will be publicly opened and read at the MCIU, 1605 West Main Street, Norristown, PA 19401. Bids must be accompanied with all documentation as required by the Instructions to Bidders and Bid Form. Proposal security shall accompany each proposal submitted in the form of either a certified check, certified bank treasurer’s check, bank cashier’s check or bid bond executed by an acceptable surety company, and in an amount equal to 10% of the total amount of the proposal, that is, Base Bid. If, however, a certified check is being used as bid security, the certified check must be delivered to the MCIU (2 W. Lafayette St., Norristown, Pennsylvania 19401) in a sealed opaque envelope marked with the bidder’s name, project name, contract name, and bid opening date. PROPOSAL SECURITY shall accompany each proposal submitted in the form of either a certified check, certified bank treasurer’s check, bank cashier’s check or bid bond executed by an acceptable surety company, and in an amount equal to 10% of the total amount of the proposal, that is, Base Bid. PROPOSALS may not be withdrawn by the Bidder for a period not to exceed 60 calendar days following the actual date of the opening thereof, except as provided by Act No. 57 (1998) of the General Assembly of the Commonwealth of Pennsylvania or other laws. However, if award of contract is delayed by a required approval of another government agency, the sale of bonds or the award of grants or grant, the proposals may not be withdrawn by the bidder for a period not to exceed 120 days from the date of bid opening in accordance with Pennsylvania Law. The successful bidder will be required to furnish surety bonds in the form of the enclosed “Performance Bond and Payment Bondâ€?. Each bond shall be in a sum equal to 100% of the Contract Price and shall be executed by a surety company satisfactory to the Owner. This Invitation to Bid supersedes any provisions to the Instruction to Bidders whenever the same conflicts. BID DOCUMENTS – Bid documents will be available starting Wednesday, October 6, 2021, at no cost via PennBid (https://pennbid.procureware.com). Questions regarding this solicitation shall be submitted via the “CLARIFICATIONSâ€? feature within the Project’s Bid page on PennBid. Prospective bidders are advised that this project is one that will be subject to and governed by provision of Pennsylvania Prevailing Wage Act including amendments and supplements thereto. Bidders shall prepare their proposal after giving consideration to the applicability of said Pennsylvania Prevailing Wage Act to the work involved. Bidders are required to provide bids on all alternate item A Non-Mandatory Pre-Bid Meeting & Site Walk-Through shall be held on Wednesday, October 20, 2021, at 10:00 AM. at the project site, 1605 West Main Street, Norristown, PA 19401. Attendees will be required to provide proof of identification and to follow all COVID-19 protocols in place at the time, i.e., masking, social distancing, etc. The undersigned reserves the right to waive informalities in or reject any or all proposals or parts thereof.
