INVITATION TO BIDDERS PERKIOMEN TOWNSHIP MONTGOMERY COUNTY, PENNSYLVANIA Perkiomen Township, Montgomery County, PA will receive sealed bids online for: 2023 ROAD PROJECTS Until Friday, February 24, 2023 at 10:30 a.m., which at that time they shall be opened electronically and publicly posted on PennBid’s website, www.PennBid.net. All documents and solicitation details are available online at no cost. The Successful bidder who is awarded the contract will be required to pay PennBID a fee. The successful bidder is responsible for the fees associated with the awarded bid. An MANDATORY Prebid meeting will be held for this project on Wednesday, February 15, 2023, at 10:00 a.m. at the Perkiomen Township Administration Building, 1 Trappe Road, Collegeville, PA, 19426. All bids will be reviewed by the Perkiomen Township Board of Supervisors at their regular Supervisors meeting at 7:00 p.m. on March 7, 2023. Each Proposal for the Project shall be accompanied by a Certified Check, Bank Treasurer’s Check, Cashier’s Check, or Bid Bond in the form provided by the Contract Documents, drawn to the order of Perkiomen Township, and in an amount not less than ten percent (10%) of the Bid, as a guarantee that if the Proposal is accepted, a Contract will be entered into and the performance thereby properly secured. The work shall be substantially completed within Sixty (60) calendar days from the date of the Notice to Proceed, and as described in the Contract Documents. Proposals shall be valid for sixty (60) calendar days from the date of Bid opening. The work to be performed for the 2023 ROAD PROJECTS consists of furnishing all labor, materials, equipment, and appurtenances for road maintenance projects along multiple Township roads. The work will include approximately 1,160 tons of Superpave wearing course, 820 SY of select base repair, 4,885 SY of full depth reconstruction, 5,205 SY of bituminous pavement milling, and other related road work. Bidders for the 2023 ROAD PROJECTS must be PennDOT Prequalified for bituminous paving work, and all materials and suppliers must be PennDOT approved. Wages paid employees of the successful bidder shall be subject to the Pennsylvania Prevailing Wage Act. The Board of Supervisors of Perkiomen Township reserves the right to accept or reject any or all Bids or portions thereof. Perkiomen Township also reserves the right to overlook or “waiveâ€? a bid defect, irregularity, deficiency or nonconformance provided that: (1) same is patently insignificant or technical; (2) the best interests of the Township would be advanced by the waiver; (3) the waiver would not give an unfair advantage to one bidder over another; and, (4) the waiver would not violate Section 3102 of the Second Class Township Code, 53 P.S. 68102, et seq.
