BOARD OF WATER COMMISSIONERS BOURNE WATER DISTRICT CONTRACT NO. 2021-1 ROTARY TANK REHABILITATION ADVERTISEMENT The Board of Water Commissioners of the Bourne Water District, Pocasset, MA will receive sealed Bids for the Rotary Tank Rehabilitation in Bourne, MA until March 25, 2021 at 1:00 P.M. local time, at the Board of Water Commissioners District Office, 211 Barlows Landing Road, Pocasset, MA 02559 at which time and place they will be publicly opened and read. Due to COVID-19, the bid opening is closed to the public. The opening procedures will be streamed live through a video conferencing software called ZOOM. The virtual link will be provided through addendum. If the Bourne Water District Building is closed due to weather or other emergency (other than the General COVID 19 Pandemic emergency in effect as of the date of the bid issuance), the deadline for receipt of bids shall be extended until 1:00 P.M. local time on the next business day upon which the Office is open for business. All Bids shall be submitted within a sealed envelope addressed to the “Board of Water Commissioners” and entitled “Bid for Contract No. 2021-1”. The project consists of coating rehabilitation of the 1.0 MG Rotary Standpipe in Pocasset, Massachusetts, which includes full coating system replacement on the interior and exterior surfaces of the tank and other appurtenant work on tank. The Contractor shall supply all labor, materials and equipment necessary to complete the work contained in the Specifications. All employees that are to work on this project will have to have completed at least the 10-hour OSHA training on construction safety and health. Minimum Wage Rates (Heavy Construction) as determined by the Massachusetts Commissioner of the Department of Labor and Workforce Development shall apply to the labor force on this project. The Bidder must be able to demonstrate that his/her firm has a minimum of five (5) years experience in containment, surface preparation and recoating of potable water tanks. Bidding Documents are available in electronic PDF file format and hard copy format. Electronic file can be obtained by contacting Haley Ward, Inc. Hard copy documents may be obtained from the office of Haley Ward, Inc., 63 Great Road, Suite 200, Maynard, MA 01754, during normal business hours generally 8:00 A.M. to 4:30 P.M. local time, Monday through Friday, and may be reviewed at the Office of the Bourne Water District, 211 Barlows Landing Road, Pocasset, MA 02559 during normal business hours generally 8:30 A.M. to 4:00 P.M. A hard copy set of the Bidding Documents may be obtained from Haley Ward, Inc. for a deposit of Fifty Dollars ($50.00) or Twenty Dollars ($20.00) for plans only in cash or check, made payable to Haley Ward, Inc. This deposit will be refunded to document holders of record who return the Bidding Documents to the Engineer in good condition within fourteen (14) days after the opening of Bids. All requests for mailing of Bidding Documents shall be accompanied by a separate, non-refundable handling and mailing fee in the amount of Twenty-Five Dollars ($25.00) in cash or separate check made payable to Haley Ward, Inc. One (1) set of Bidding Documents will be furnished for the deposit and mailing fee stated. Each bid shall be accompanied by a Bid Bond, Cash, a Certified Check or a Treasurer’s or Cashier’s Check issued by a responsible Bank or Trust Company, in the amount of five (5) percent of the submitted bid, as Bid Security. The successful Bidder will be required to furnish a Payment and Performance Bond each in the full amount of the Contract. Contract payment will be by the lump sum price and/or unit price method as indicated on the Bid Form. No Bidder may withdraw his/her Bid for a period of ninety (90) days after the date designated above for the opening. Bids for this Contract are subject to the provisions of Massachusetts General Laws (MGL) Chapter 30, Section 39M. The Owner reserves the right to reject any or all Bids or to accept any Bid deemed by them to be in the best interest of the Bourne Water District and to limit the extent of the work to keep within the limits of available funds.
