Sealed bids will be received by the Spokane Airport Board at the Spokane International Airport, 9000 West Airport Drive, Suite 204, Spokane, Washington 99224, until 2:00 pm PST, March 7, 2023 for:

It shall be the duty of each Bidder to submit his/her bid on or before the hour and date specified. Bids will be publicly opened and read aloud at the designated time and location listed above. Sealed bids will not be accepted via electronic submission. Any bids received after the time for opening cannot and will not be considered.

A MANDATORY Pre-Bid Conference will be held at the Spokane International Airport Event Center (located at 9211 W. McFarlane Road) at 1:00 pm, February 21, 2023. The Pre-Bid Conference will be hosted onsite as well as virtually. Major subcontractors are encouraged to attend either onsite or virtually; however, attendance (in person or virtual) is mandatory for the Prime Contractors only. Bid Proposals submitted by a contractor, which did not attend this Pre-Bid Conference, will be rejected.

The general nature of the Work is as follows:
Construction of PCC apron pavement, including but not limited to unclassified excavation, underdrains, subbase course, crushed aggregate base course, storm drain pipe, trench drains, storm structures, cement concrete pavement, asphalt base course, asphalt surface course, fencing, manual and electric vehicle gates, taxiway edge lighting, pavement markings, concrete security wall, and a Spent Aircraft Deicing Runoff facility and other improvements associated with the project.

Contract Documents are available at www.siaplanroom.com. Documents can be viewed and/or purchased online. The Planholders List is also available at this website. All addenda will be issued through email. Bidders must order online to be placed on the Planholders List and to receive automatic e-mail notification of addenda. Abadan Reprographics & Imaging, 603 East Second Avenue, Spokane, WA 99202 (Phone: 509-747-2964) should be contacted with website and plan ordering questions. Questions during the bid period and inquiries regarding bid results (after bid opening) should be directed to the Planning and Engineering Department of Spokane Airports, Monday through Friday, between 8:00 a.m. and 4:30 p.m. by contacting Colin Hayden at (509) 455-6413. All questions shall be submitted in writing to Chayden@spokaneairports.net.

A contract according to the General Conditions, Supplementary Conditions, and Addendums (if applicable) shall be signed prior to work commencing. Each bid must be accompanied by a cashier””‘s check or surety bid bond, in an amount of not less than five percent (5%) of the total bid for all bid schedules (including sales tax). A performance bond, payment bond, and liability insurance in accordance with the contract documents will be required for the Contract. This is a prevailing wage project per applicable State Law.

The Spokane Airport Board reserves the right to reject any and all bids, to waive any informality, to accept any alternate bids, and to make such award that it deems to be in the best interest of the Airport pursuant to the terms of the Instruction to Bidders and General Conditions. The contract will be awarded to the lowest responsive and responsible bidder. All bidders are cautioned to be aware of the requirement to have their bids considered responsive.
