CAPITAL REGION WATER

CAMERON STREET WATER MAIN IMPROVEMENTS PROJECT – PHASE 3

CITY OF HARRISBURG, PA

CAPITAL REGION WATER will receive Sealed Bids for construction of the
Cameron Street Water Main Improvements Project – Phase 3
, in accordance with the Contract Documents until 10:00 AM, prevailing time on Tuesday, May 4, 2021, at which time the Bids received will be opened online through the PennBid Program. Bid results will be posted for the public review on the PennBid Program.

The Work for this Project generally includes but is not limited to, replacement of approximately 790 linear feet of 6-inch diameter, 40 linear feet of 8-inch diameter, 55 linear feet of 12-inch diameter, 75 linear feet of 16-inch diameter, and 3,270 linear feet of 20-inch diameter water main; replacement of approximately 31 water service connections, replacement of approximately 9 fire hydrant assemblies, surface restoration, and all other work identified in the Contract Documents. The Work is geographically located on South Cameron Street within the City of Harrisburg. The Work includes all materials, equipment, labor, necessary apparatuses, and other miscellaneous labor and materials as contemplated by the Contract Documents.

To access this solicitation, go to http://www.PennBid.net and click on the PennBid link on the right-hand side of the website under “Active Bid Site.” Then click the Solicitations tab and either Keyword search for the project or scroll down under the “number” column to “Capital Region Water” and under the “title” column to “Cameron Street Water Main Improvements Project – Phase 3” and click on the View link. For assistance, a PennBid Representative can be reached at (717) 488-0035. Bidders can utilize the PennBid Program without any initial or recurring costs. A fee of 1/3 of 1% of the bid total, capped at $5,000, is assessed only to the bidders who are awarded the project.

Notice is hereby given that Capital Region Water has adopted the Minority Women and Disadvantaged Business Enterprise Plan to ensure that minority, women and other disadvantaged business enterprises have an equal opportunity to receive and participate in all project related construction contracts. Following the submission of DBE documentation in compliance with EPA Regulations regarding initial solicitations, it is the intent of Capital Region Water to ensure nondiscrimination in the award and administration of contracts, to create a level playing field on which minority, women, veteran, service-disabled-veteran, and LGBT-owned business enterprises can compete fairly for Capital Region Water contracts and subcontracts, to help remove barriers to the participation of minority, women, veteran, service-disabled veteran, and LGBT-owned business enterprises and to assist the development of firms that can compete successfully in the marketplace outside of this program. CRW will establish minimum participation levels (MPLs) for the MBEs, WBEs and other DBEs on a project-by-project basis.

Notice is given that the project for which construction bids are being solicited hereby is a project constituting public works. The Contract Documents specify the Pennsylvania prevailing wage rate requirements for the Project and are attached to the Bidding Documents. The wage rates will also be posted in a conspicuous location, visible to all of the contractors’ employees.

Each Bid shall be accompanied by a certified check or Bid Bond payable to “CAPITAL REGION WATER” in an amount of not less than ten percent (10%) of the total Bid Price in accordance with the provisions in the Instructions to Bidders. Capital Region Water reserves the right to reject any and all Bids, to waive any defects, errors, omissions, irregularities, or informalities in a bid or the bid procedure, and to accept any Bid deemed to be favorable to its interests.

A non-mandatory pre-bid meeting
will be held on Monday, April 26, 2021 at 10:00AM. The pre-bid meeting will be conducted via audio-video conference. Anyone interested in participating in the pre-bid meeting should contact Mr. Caleb Krauter at ckrauter@hrg-inc.com to receive meeting participation instructions. Representatives of Capital Region Water and their Engineer will participate in the meeting to discuss the Project.
