Request for Qualifications

Guaranteed Energy Savings Contract

The City of Gary (Owner) issues this Request for Qualifications (RFQ) to solicit responses from Indiana-qualified Energy Services Companies for the implementation of a guaranteed energy savings performance contract. Responders shall be able to provide comprehensive design-build construction, building management and energy services, including, but not limited to, the performance of investment grade energy audits, the program design by in-house professional engineers, selection of energy conservation measures, and installation of energy efficient systems, ongoing support and training services, assistance in securing financing for the transaction, and accountability for system performance, measurement and verification, and cost of operations savings. Responses should be technically creative regarding modernization, energy conservation, energy management, maintenance, training, and overall service. The City desires to implement the performance-based contract at facilities owned by the City and its related entities.

All procurement, design, and installation activities must comply with IC 36-1-12.5.

All RFQ responses are to be received no later than 4:00 PM on December 10, 2021. Proposals must be mailed or delivered in sealed packages clearly marked “Guaranteed Energy Savings Contract: City of Gary” to: City of Gary, Department of Public Works, 401 Broadway, 1st Floor, Gary, IN 46402.

Responses must meet the minimum expectations as provided in the Owner’s Request for Qualifications. Responses shall be evaluated based on project experience, insurance and bonding, technical approach to energy conservation, financial stability, and any other benefits the responder can provide to the energy services program.
