CITY OF HAVERHILL REQUEST FOR QUALIFICATIONS DESIGNER SERVICES FOR THE CONSENTINO MIDDLE SCHOOL PROJECT The City of Haverhill (“Owner”) is seeking the services of a qualified “Designer” within the meaning of M.G.L. Chapter 7C, Section 44 to provide professional Feasibility and Schematic design services for the Dr. Albert B. Consentino Middle School in Haverhill, Massachusetts. Selection of a Designer will be made by the Designer Selection Panel of the Massachusetts School Building Authority (“MSBA”) in accordance with the MSBA’s Designer Selection Process. An approved Proposed Project may include a renovation of the existing School, a renovation of and addition to the existing School and/or new construction. If new construction is chosen, the MSBA Model School Program may be considered by the Owner. The estimated total construction costs of an approved Proposed Project may range from $22,500,000 to $52,500,000 depending upon the solution that is agreed upon by the Owner and the MSBA and that is ultimately approved by a vote of the MSBA’s Board of Directors. The selected firm may continue with the full design and construction administration without further solicitation pending authorization of project funding. In accordance with the Commonwealth’s Affirmative Marketing Program (AMP) established under M.G.L. Chapter 7C, §6, and Governors’ Executive Orders, participation goals for minority owned business enterprises (MBE) and women owned business enterprises (WBE) for the Designer Services Contract are 6.6% and 15.0%, respectively. Qualifications must be received on or before Wednesday, April 7, 2021 at 11:00 a.m., addressed to Kenneth Guyette, Senior Director, Colliers Project Leaders, 67 Hunt Street, Agawam Corporate Center, Suite 119, Agawam, MA 01001. A briefing session will be held at the Dr. Albert A. Consentino Middle School, 685 Washington Street, Haverhill, MA 01832 scheduled for Friday, March 19, 2021 at 10:00 a.m. The Request for Designer Services (RFS) may be obtained by sending an email to purchasing@cityofhaverhill.com with “Consentino School Designer Services” in the subject line, and the requester’s contact info in the body. Questions and clarifications shall be submitted in writing no later than Wednesday, March 24, 2021 at 5:00 p.m., addressed to Kenneth Guyette, Senior Director, ken. guyette@colliers.com. Respondents shall examine all information and materials contained in and with this solicitation. Failure to do so shall be at the Respondent’s risk.
