CITY OF LOWELL MANAGEMENT OF PARKING FACILITIES AND SERVICES RFP 22-19 The City of Lowell is seeking proposals from experienced firms interested in providing parking management services for the on and off-street parking systems and facilities within the City of Lowell. The term of the contract offered for the required services will be three (3) years and will be structured as a fixed fee for service contract. To assist the City in this effort, the City is issuing this Request for Proposal (âRFPâ?) to solicit responses from qualified Bidders who can meet the project requirements stated in the specifications.
