INTRODUCTION OF AN ORDINANCE

Notice is hereby given that on April 20, 2021, the City Council will consider adoption of an Ordinance entitled:

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, AMENDING SECTION 4-7.01, AMENDING SECTION 5-21.04, DELETING CHAPTER 2 OF TITLE 6, AND DELETING AND RESTATING CHAPTER 28 OF TITLE 5 OF THE SAN JUAN CAPISTRANO MUNICIPAL CODE RELATED TO SIDEWALK VENDING REGULATIONS FOR VENDORS UPON PUBLIC SIDEWALKS AND IN CITY PARKS

The ordinance would amend portions of the City of San Juan Capistrano’s Municipal Code related to sidewalk vending regulations for vendors upon public sidewalks and in City parks. The amended portions relate to the following:

Prohibits vendors on public/private streets or alleys and within any

City parks or open space outside of a paved sidewalk/walkway.
Requires stationary or roaming sidewalk vendors to obtain a City-

-issued Sidewalk Vending Permit.
Identifies exemptions to obtaining a Sidewalk Vending Permit. Re-

stricts locations for stationary sidewalk vending.
Establishes regulations for stationary sidewalk vending.

Establishes regulations for roaming sidewalk/walkway vendors.
Allows for Suspension or Rescission of Sidewalk Vending Permits.
Establishes penalties ranging from $100 to $500 for licensed vendors

who violate the provisions of the ordinance and administrative citation fines that range from $250 to $1,000 for persons vending without a City permit.
