CITY OF STAMFORD CONTRACT RFQ# 823 REQUEST FOR QUALIFICATIONS STATE PROJECT #135-328 REPLACEMENT OF RIVERBANK ROAD OVER EAST BRANCH OF MIANUS RIVER (BRIDGE No. 04071) AND STATE PROJECT #135-332 REPLACEMENT OF CEDAR HEIGHTS ROAD OVER RIPPOWAM RIVER (BRIDGE No. 04067) The City of Stamford seeks to engage a Consulting Engineering Firm to provide Inspection Services during 2021 thru 2022 for the subject transportation projects referenced above. The construction cost is expected to be in the range of $4,000,000 – $5,000,000 for Bridge No. 04071 and $2,000,000-$3,000,000 for Bridge No. 04067. The Consulting Engineer will be evaluated and selected based on technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of Federal, State and City of Stamford procedures, approximately weighted in descending order of importance. The construction inspection fee will be negotiated on a cost-plus basis. Firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above. The selected firm must meet all City of Stamford, State and Federal affirmative action and equal employment opportunity practices. A letter of interest, together with general information on the firm and proposed sub consultants, the firm’s brochure, current Federal GSA Form 330, experience of the firms, and a resume of key personnel should be submitted electronically via the City of Stamford’s Purchasing System, ProcureWare, at https://stamfordct.procureware.com. Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed sub consultants should be clearly identified. The relationship to any “parent” firm or subsidiary firm, with any of the parties concerned, must be clearly defined. Project personnel will be required to have the experience for each classification specified in section 1-12 of CTDOT’s Municipal Manual located on the City’s website. Questions will be accepted until 4:00 P.M. on January 4th, 2021; answers will be submitted via addendum on the City of Stamford Website, ProcureWare by 4:00 P.M. on January 8th, 2021. All required documentation must be submitted electronically via ProcureWare no later than 4:00 P.M. on January 19th, 2021. Responses received after this date will not be considered.
