Contractors are invited to submit SEALED BIDS for the bidding of Northumberland County Courthouse Exterior Rehabilitation and HVAC/ELEC Upgrades, located at 201 Market Street, Sunbury, PA 17801, Northumberland County. BIDS ARE INVITED ON A LUMP SUM BASIS FOR THE FOLLOWING CONTRACTS: Contract 1 – General Construction Contract 2 – Mechanical Construction Contract 3 – Electrical & Data Construction The Northumberland County Commissioners will receive sealed bids, one (1) original and two (2) copies, for the Exterior Rehabilitation and HVAC/ELEC Upgrades to the Northumberland County Courthouse until 2:00 pm prevailing time on April 28, 2021, at the Northumberland County Administration Center, 399 Stadium Drive, Sunbury, PA 17801, at which time and place, all bids will be publicly opened and read aloud. Sealed bids shall be addressed to the attention of the Controllers Office. Faxed and electronically sent bids will not be accepted. No award of contracts will be made at the bid opening. In compliance with Act #317 of 1978, approved November 26, 1978, and as amended November 23, 1982, no bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening of bids, except if delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case contract award would occur within 120 days of the date of bid opening, unless extended by the mutual written consent of the contracting body and the bidder. Thirty (30) day extensions of the date for the award of the contract may be made by the mutual written consent of the Owner and the bidder. A non-mandatory pre-bid conference and site walk will be held. Bidders will meet at the Northumberland County Courthouse, 201 Market Street, Sunbury, PA on April 12, 2021 at 2:00 PM. A meeting will be held, followed by an optional site visit. Additional arrangements for site visitation, other than the designated Pre-Bid Meeting, may be made by contacting Justin Skavery at (570)988-4220. The Project Manual and Drawings for bidding purposes may be obtained by the contractors at the office of the Architect, McKissick Architecture, 317 North Front Street, Harrisburg, PA 17101; Phone 717.238.6810; Fax 717.238.6830; Email Info@McKissickAssociates.com on or after March 26, 2021. A $100.00 bid deposit is required to obtain a complete set of electronic PDF plans and specifications, made payable to McKissick Associates Architects. The full deposit, less a $50.00 handling fee, will be refundable to contractors submitting a Bona Fide bid. Paper copies of plans and specifications may be purchased from the Architect for an additional non-refundable fee of $300.00. Northumberland County has established MBE/WBE minimum participation goals of five percent (5%) for MBE and three percent (3%) for WBE of the dollar amount of the bid for this contract. These goals serve as a threshold in determining bidder responsibility. A bidder will not be rejected as not responsible solely because it fails to reach the goals, so long as it can demonstrate its effort. To determine the participation level, which has been reached, a bidder may divide the total dollar amount of the MBE/WBE commitments by the total dollar amount of the bidder’s bid. PREVAILING WAGE DETERMINATION: Prospective Bidders are advised that this project shall be subject to and governed by provision of Pennsylvania Prevailing Wage Act. Bidders shall prepare their bid after giving consideration to the applicability of said Pennsylvania Prevailing Wage Act to the work involved. Furthermore, this Project is being financed in part by a Commonwealth of Pennsylvania Redevelopment Assistance Capital Program (RACP) grant and shall be subject to the requirements of the program. Work shall be started on the project no later than ten (10) days after the Notice to Proceed is issued by the Owner or on the date specified in the Notice to Proceed. The work shall be completed, ready for use, on or before May 18, 2022. The Owner reserves the right to reject any or all bids and to waive any or all informalities, defects, errors, omissions, mistakes or irregularities in proposals, to reject any or all proposals or parts thereof and to make awards as may be deemed in its best interest.
