Paving and Water Main Improvements CCMG 22-2

Notice is hereby given that sealed Bids will be received by the Town of Munster until February 22, 2023, at 2:00 PM at the Munster Town Hall (Clerk Treasurer’s Office), 1005 Ridge Road, Munster, IN 46321 at which time they will be publicly opened and read aloud, for the furnishing of all labor and material for the construction of the Paving and Water Main Improvements CCMG 22-2 project. Bids shall be sealed and clearly labeled “Paving and Water Main Improvements CCMG 22-2 – Camellia, White Oak, Beverly”. Any bids received later than the above time will be returned unopened.

DESCRIPTION OF WORK: The work consists of water main installation, storm sewer improvements, pavement milling, subbase repair, concrete curb repairs, sidewalk and curb ramp removal and replacement, asphalt paving, and striping.

COMPLETION DATE: This work shall be substantially completed by November 17, 2023, and fully completed by December 31, 2023.

BID DOCUMENTS: Plans, Specifications, and Plan Documents are available for examination at the Clerk-Treasurer’s Office at Munster Town Hall, 1005 Ridge Road, Munster, IN 46321. Electronic copies of the Plans, Specifications and Plan Documents may be obtained from Reprographic Arts Online Planroom ( A set consists of a set of plans and a set of specifications and bidding documents in electronic PDF format. Bids shall be properly and completely executed on bid forms contained in the Contract Documents.

All contractors and subcontractors listed in each bid must be properly licensed in the Town of Munster as a condition of being awarded the project. Contractors may contact the Munster Building Department to inquire on General Contractor and Sub-contractor licensing and requirements, at 219.836.6900 or the Munster website,, Building Department for applications.

No bidder may withdraw his proposal for a period of 60 days following the date set for receiving bids. The Town of Munster reserves the right to retain any and all bids for a period of not more than 60 days and said bids shall remain in full force and effect during said time. The Town of Munster further reserves the right to waive informalities and to award the contract to any Bidder all to the advantage of the Town of Munster or to reject any and all bids.

A pre-bid Conference will be held at 10 AM local time on February 15, 2023, at Munster Town Hall, 1005 Ridge Road in the Main Meeting Room. Representatives from the owner and engineer will be present to discuss the project and answer questions. Bidders are encouraged to attend and participate in the Conference.

BID SECURITY: Each bid shall be accompanied by an acceptable certified check or cashier’s check made payable to the Town of Munster or an acceptable Bid Bond in an amount not less than ten percent (10%) of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana.

BONDS: Performance and Payment Bonds each in the amount of one hundred percent (100%) of the contract price will be required.

INDIANA REQUIREMENT: Standard Indiana Form 96 (Revised 2009) which includes non-collusion affidavit will be required.
