ENVIRONMENTAL REVIEW WATER SYSTEM NAME TOWN OF PLAISTOW ADDRESS EAST ROAD, PLAISTOW MAP #14-13 PARCEL A PROJECT TITLE DWGT #45: TOWN OF PLAISTOW SOUTHERN NH REGIONAL WATER IN TERCONNECTION PROJECT PHASE 2: EAST ROAD PUMP STATION REVISED LOCATION INTRODUCTION The Town of Plaistow has applied for funds through the State of New Hampshire Department of Environmental Services’ (NHDES) Drinking Water and Groundwater Trust Fund (DWGTF), in accordance with RSA 485-F. This project is part of the Southern NH Regional Water Interconnection Project (SNHRW). The Town of Plaistow SNHRW project includes the construction of drinking water infrastructure required to connect the Town’s existing fire suppression system (FSS) to the SNHRW Interconnection Project and convert the FSS to a potable water system capable of supplying safe, reliable drinking water. The project will use Manchester Water Works as a source of supply to address Methyl-tertiary-Butyl Ether (MtBE) contamination and lack of water supply options in Plaistow. Phases 1 and 2 of the project include the construction of a water storage tank on Sweet Hill Road, installation of approximately 15,000 LF of watermain, and the construction a pumping and metering station. Environmental reviews were completed for Phases 1 and 2 and Findings of No Significant Impacts issued by NHDES on May 25, 2020. The location of the pumping and metering station was changed to East Road, Tax Map 14-13 Parcel A and therefore a supplemental environmental review is required. PROJECT DESCRIPTION The pumping and metering station is critical to supply water and maintain adequate pressures to Plaistow’s new potable water system. The pump station will be located on “Parcel A” on Plaistow Tax Map 14-13. The pump station site work will include the construction of the proposed pump station, a drywell, backup generator and buried propane tanks, and an access drive and paved parking area, which will disturb approximately 6,300 square feet. The grading of the site around the pump station will add 200 cubic yards of fill in the floodplain. The interior equipment will include two booster pumps, meters, and chemical feed equipment to control residual chloramines and address potential nitrification issues. The Pump Station anticipated schedule is out to bid in February, and then award and construction beginning in summer 2021. The project will result in improved water quality, efficiency, and system resiliency. Whereas this project constitutes only a minor project revision and no significant environmental impacts are anticipated, a Finding of No Significant Impact (FONSI) is proposed. PUBLIC REVIEW The Board of Selectmen voted to authorize funding in the amount of $5,835,300 in DWGT funds to finance the comprehensive water infrastructure improvement projects on March 16, 2020. A second public notice for the revised pump station location will be published by the Town of Plaistow and a 30-day comment period will be held in accordance with the DWGT Fund rules.
