INVITATION FOR BIDS FOR IMPROVEMENTS TO WESTFIELD-BARNES REGIONAL AIRPORT (BAF) Bid 21-017 The City of Westfield on behalf of the Westfield-Barnes Regional Airport, Massachusetts invites sealed bids for furnishing all labor and materials and performing all work in connection with a construction contract at the Westfield-Barnes Regional Airport, Westfield, Massachusetts as follows: TAXIWAY SIERRA REHABILITATION The work includes, but is not limited to: removal of existing pavement, placement of full depth hot-mix asphalt pavement, placement of full depth PCC pavement, stripping of topsoil, unclassified excavation, embankment in place, pavement markings, storm drainage improvements including CB’s, dry wells, pre-treatment structures and piping, underground detention and infiltration system, and new taxiway edge lights, junction cans, electrical handholes, guidance signs, regulator and a ALCMS GUI upgrade. Procedures regarding bids and the selection of contractors shall be in conformity with the Massachusetts General Laws, Chapter 30, Section 39M, as amended to date. Due to COVID restrictions City Hall is not open to the public. All bidders must either mail in their bid package or make an appointment to drop the bid off by contacting the Purchasing Department at 413-572-6254 prior to 2:00 P.M. Eastern Daylight Savings Time, on March 9, 2021 at which time and place the bids will be read aloud over a Zoom type platform which will be given out to all plan holders. Bids received after the above time and date will be returned unopened. City of Westfield Purchasing Department mailing address, 59 Court Street, Room 101, Westfield, MA 01085. General Bids must be submitted on the Form for General bid included herein. The General Bids shall be filed with the Owner at the location designated above, accompanied by a bid deposit in the form of a bid bond or a certified check, in the amount not less than five percent (5%) of the bid price for the Contract work. The bid security shall be made payable to the City of Westfield. Due to COVID restrictions plans cannot be examined at City Hall. Bid Documents will be available through a web-portal; all bidders must contact the Purchasing Department for access at 413-572-6254; t.tefft@cityofwestfield.org or n.reynolds@cityofwestfield.org. No printed copies of the documents will be available. Pre-Bid Conference and Site Inspection: All bidders are highly advised to examine the site to become familiar with all site conditions. A pre-bid meeting to be held over a Zoom type platform at 2:00 P.M. Eastern Daylight Saving Time, on February 24, 2021. After the pre-bid meeting prospective bidders may request a site inspection, which will be scheduled at a later time to accommodate small groups; and must follow all COVID precautions, must wear mask and must social distance. Questions regarding scope of work or of a technical nature must be presented in writing to the City of Westfield to Tammy Tefft, t.tefft@cityofwestfield.org by 12:00 noon on March 3, 2021, Eastern Daylight Saving Time. The proposed improvements to be accomplished under this contract will be subject to the Commonwealth of Massachusetts M/W/BE program requirements. The Commonwealth of Massachusetts requires all out of state vendors soliciting business in the State to be registered as a Foreign Corporation in the Commonwealth of Massachusetts. Out of State businesses must file a foreign corporation form appointing an agent for services and processing within the State of Massachusetts. The form may be obtained from the state website www.state.ma.us/sec/ for completion. Proof of registration as a foreign corporation must be submitted with the bid. The Bidder must supply all the information required by the proposal forms and specifications and must bid on all items, including the Statement of Qualifications package. The Owner reserves the right to waive any informality or to reject any or all bids, or to accept any other bid than the lowest bidder should it be deemed to be in the best interest of the Airport Commission to do so. No bid may be withdrawn and bidder must hold bid prices within sixty (60) calendar days following the actual date of the bid opening. Wage rates for this Project are subject to minimum wage rates as per M.G.L., Chapter 149, Section 26 to 27H inclusive. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in their best interest.
