INVITATION TO BID HOLYOKE HOUSIN AUTHORITY – HOLYOKE, MASSACHUSETTS The Holyoke Housing Authority, the Awarding Authority, invites Electronic Bids (E-Bids) from Contractors for construction of the Toepfert Apartments Modernization Improvements Phase 1 in accordance with documents prepared by Caolo & Bieniek Associates, Inc., 521 East Street, Chicopee, MA 01020. This project is being Electronically Bid (E-Bid) and consists of kitchen & bathroom cabinet & countertop replacement, flooring replacement in kitchens, bathrooms, bedrooms & common areas, laundry area improvements, baseboard radiation replacement, new stove & hoods and cabinet & countertop replacement in the units indicated in the drawings. General Bids will be received electronically until 2:00 P.M. on Thursday, Febraury 25, 2021 at Estimated project cost is $165,000.00. In accordance with Chapter 149 of the General Laws of Massachusetts as amended, the prospective General Bidders and Filed Sub-Bidders must submit with their bid, a Certificate of Eligibility issued by the Division of Capital Asset Management and Maintenance (DCAMM), showing that the Bidder has been approved to bid on projects of the size and nature as advertised herein. Prospective General Bidders and Filed Sub-Bidders must also submit an updated statement summarizing their record for the period between the latest DCAMM certificate and the date of the bid submittal. The form of update statement is bound in the Contract Documents. Every bid shall be accompanied by a proposal guarantee in the form of lawful money, a Bid Bond, or a certified check on, or a treasurer’s or cashier’s check issued by a responsible bank or trust company having offices in the Commonwealth of Massachusetts. The proposal guarantee shall be in the amount of five percent (5%) of the amount of the bid. Checks and Bid Bonds shall be payable to the Holyoke Housing Authority. It is the Bidder’s responsibility to ensure that the completed Bid Bond Affidavit form and Bid Deposit are submitted as stated herein and received by the Awarding Authority prior to the closing of Electronic Bids. A Site Visit and Pre-Bid Conference will be conducted on Thursday, February 11, 2021 at 9:30 A.M., meeting in front of 22 North Summer Street, Holyoke, MA for the benefit of the interested contractors. Due to COVID restrictions there will be a limited parties in each space. A Performance and Payment Bond in the full amount of the Contract will be required of the successful bidder. Attorney-in-fact who signs Bid Bonds or Payment Bonds and Performance Bonds must file with each Bond a certified and effective dated copy of their power of attorney.
