00.11.00-ADVERTISEMENT ROOF REPLACEMENT FOREST PARK 667-3, ELDERLY HOUSING Springfield Housing Authority – Springfield, Massachusetts – Architect’s Project No. 063613 DHCD Project No. 281121 00.11.00-1 The SPRINGFIELD HOUSING AUTHORITY, (the Owner and Awarding Authority), invites sealed bids from ROOFING CONTRACTORS for construction of ROOF REPLACEMENT at its Forest Park 667-3 Elderly Housing development located in Springfield, Massachusetts; in accordance with the documents prepared by Leon Pernice And Associates Inc., AIA, Architects-Planners-Interior Designers, 34 Mt. Pleasant Avenue, West Springfield, Massachusetts. The Project consists of removal of asphalt shingle roofing systems and related items on fourteen existing buildings and their replacement with similar systems and items. Due to COVID-19 restrictions, the Notice to Proceed for this Project may be issued as much as 90 days from the date DHCD approves the construction contract. The work is estimated to cost $1,173,459.00 including all Alternates. Bids are subject to M.G.L. c.149 §44A-J and to minimum wage rates as required by M.G.L.c.149 §§26 to 27H inclusive. THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Bids must be submitted electronically at, no later than date and time specified below. Obtain all documents online via the Projectdog code 844367. Tutorials and instructions on how to register and complete the electronic bid documents are available online at as well as in the bid documents instructions to bidders. Bidders must be certified by the Division of Capital Asset Management (DCAMM) in the ROOFING category of work and must submit with its Bid a DCAM Certificate of Eligibility and signed DCAMM Update Statement. Bids will be received until 2:00PM on 30 June, 2021 and be publicly opened online, forthwith. Each Bid shall be accompanied by a Bid Deposit that is not less than five (5%) of the greatest possible bid amount and made payable to the Springfield Housing Authority. Bid Forms and Contract Documents will be available electronically or for purchase at on 9 June, 2021; reference Project Code 844367. General bidders must agree to contract with minority and women business enterprises as certified by the Supplier Diversity Office (SDO), formerly known as SOMWBA. The combined participation benchmark reserved for such enterprises shall not be less than 10.4% of the final contract price including accepted alternates. Request for waivers must be sent to DHCD ( 5 calendar days prior to the General Bid date if the work is estimated to cost less than $500,000 OR 10 calendar days prior to the General Bid date if the work is estimated to cost $500,000 or more NO WAIVERS WILL BE GRANTED AFTER THE BID DATE.
