INVITATION TO BID HOLYOKE HOUSING AUTHORITY – HOLYOKE, MASSACHUSETTS The Holyoke Housing Authority, the Awarding Authority, invites Electronic Bids (E-Bids) from Contractors for construction of the Beaudry Boucher & Falcetti Towers Storefront Replacement Project in accordance with documents prepared by Caolo & Bieniek Associates, Inc., 521 East Street, Chicopee, MA 01020. This project is being Electronically Bid (E-Bid) and consists of aluminum storefront and hardware replacement at Beaudry Boucher and Falcetti Apartments. All bids shall be submitted online at www.Projectdog.com. Hard copy bids will not be accepted by the Awarding Authority. Tutorials and instructions are available online at www.Projectdog.com. General Bids will be received electronically until 2:00 P.M. on Wednesday, February 3, 2021 at www.Projectdog.com Estimated project cost is $70,000.00. In accordance with Chapter 149 of the General Laws of Massachusetts as amended, the prospective General Bidders must submit with their bid, a Certificate of Eligibility issued by the Division of Capital Asset Management and Maintenance (DCAMM), showing that the Bidder has been approved to bid on projects of the size and nature as advertised herein. Prospective General Bidders must also submit an updated statement summarizing their record for the period between the latest DCAMM certificate and the date of the bid submittal. The form of update statement is bound in the Contract Documents. Every bid shall be accompanied by a proposal guarantee in the form of lawful money, a Bid Bond, or a certified check on, or a treasurer’s or cashier’s check issued by a responsible bank or trust company having offices in the Commonwealth of Massachusetts. The proposal guarantee shall be in the amount of five percent (5%) of the amount of the bid. Checks and Bid Bonds shall be payable to the Holyoke Housing Authority. It is the Bidder’s responsibility to ensure that the completed Bid Bond Affidavit form and Bid Deposit are submitted as stated herein and received by the Awarding Authority prior to the closing of Electronic Bids. The completed Bid Bond Affidavit form must also be uploaded via the project E-bid “Bid Bond” link at www.Projectdog.com. Bid forms and Contract Documents will be available online at www.Projectdog.com beginning Wednesday, February 3, 2021, at 12 P.M. or for pick-up at Projectdog, Inc., 18 Graf Road, Suite 8, Newburyport, MA (978) 499-9014, M-F 8:30 A.M.-5 P.M. Select “Acquire Documents” to download documents, or to review a hard copy at Projectdog’s physical location, or request a free project CD from Projectdog. Any and all addenda must be acquired electronically at www.Projectdog.com and shall be posted online at Projectdog.com. Each individual or firm recorded as having received a set of Contract Documents will be electronically notified via email if and when addenda are issued. Hard copies of addenda will not be mailed or faxed to plan holders. It is the sole responsibility of the Bidder to review any and all addenda prior to the bid opening at www.Projectdog.com or at Projectdog’s physical location. A Site Visit and Pre-Bid Conference will be conducted on Wednesday, February 11, 2021 at 11:00 A.M., meeting in front of 475 Maple St. Falcetti Towers, Holyoke, MA for the benefit of the interested contractors. A Performance and Payment Bond in the full amount of the Contract will be required of the successful bidder. Attorney-in-fact who signs Bid Bonds or Payment Bonds and Performance Bonds must file with each Bond a certified and effective dated copy of their power of attorney. Davis-Bacon Federal Wage Rates have been established for this project and are bound in the Contract Documents. The Holyoke Housing Authority reserves the right to reject any or all bids and to waive any informality in the bidding if it be in the public interest to do so.
