INVITATION TO BIDChamberlain Elementary School State Project No. 089-0169 Newfield Construction, acting as Construction Manager for The City of New Britain will receive sealed proposals for the Bid Package 1.26 Metal Panels (PLA) until 10:00 AM on Monday, July 19, 2021. All bids will be received at the Consolidated School District of New Britain, 1st floor, 272 Main St., New Britain, CT 06050. All proposals should be addressed to Newfield Construction. All bids will be publicly opened and read aloud. The work consists of abatement, demolition, site improvements, additions and a complete renovation of the existing Chamberlain Elementary School at 120 Newington Ave., New Britain, CT 06051.Bidders are required to submit a Department of Administrative Services Prequalification Certificate and Update (bid) Statement with their bid. The Contractor shall hold a current “DAS Contractor Prequalification Certificateâ€? from the Department of Administrative Services of the State of Connecticut according to Connecticut General Statute 4a-100, 4b-101 and 4b-91. Failure to submit these items with the bid will result in disqualification of the bidder per the public act. Bidders must have DAS work classifications for “Metal Sidingâ€? or “Roofingâ€?. DAS qualification is required of all bidders, regardless of tier, with contract values in excess of five hundred thousand dollars. Sub bidders and prime bidders (when bid package estimate is less than 500K but the bid exceeds 500K) prequalification certificates are not required to be submitted with the bid, but must be submitted prior to award. All contractors and subcontractors requiring DAS certification must maintain the certification for the duration of the contract. All awarded bidders must comply with the PLA and execute a Letter of Assent. Bid packages designated (SA,M/W/DisBE) are set aside bid packages for DAS Certified minority, women and disadvantaged business owned firms. Bid packages designated (SA,SBE) are set aside bid packages for DAS Certified small business enterprise firms. All set aside bidders must sumbit a current DAS Certificate with their bid. The contractors selected to perform this State project must comply with CONN. GEN. STAT. §§ 4a60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DASâ€?) under the provisions of CONN. GEN. STAT. § 4a-60g. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate good faith efforts to meet the 25% set-aside goals. The M/W/DisBE goal for this project has been increased to 10%. All bidders must have prior experience consisting of no less than three similar projects with an equal or greater value within the last five years. Bidders must provide verification of experience with proposal. All bidders and subcontractors must have a worker’s compensation Experience Modification Rate (EMR) of 1.0 or less or be subject to rejection. All base bids shall stand available for acceptance for a period of ninety (90) days from the date bids are opened. Alternate Bids shall stand available for acceptance for a period of one hundred twenty (120) days from the date bids are opened. The Owner and Construction Manager reserve the right to waive any informality in any Bids or to reject any and all bids, or any part of any bid, when it is determined to be in the best interest of the Owner or the Construction Manager to do so. A 10% Bid Security is required from each Bidder, at the time of bid submission. The selected bidder will be required to post Performance and Payment Bonds for the full amount of the Contract Sum. All bidders must comply with all provisions of Connecticut General Statutes 31-53 (Prevailing Wages) and Executive Order #3. The higher wage rate from the Project Labor Agreement or the Connecticut Department of Labor Prevailing Wage Rates shall apply. This Project is exempt from Federal Excise Taxes as well as State of Connecticut Sales Tax to the extent allowed by law.
