Invitation to Bid 2C22-015Pavement ReclamationBristol Connecticut The City of Bristol is seeking bids for pavement reclamation. Electronic Bid documents may be obtained for a $15.00 download fee payable to QuestCDN accessible via the following website:https://www.bristolct.gov/Bids.aspx?BidID=1041 Bids will be accepted until August 3, 2021 at 11:00 am, via the online electronic bidding system through QuestCDN.com. Bids submitted after the opening date and time will not be considered for award. Bids must be accompanied by a 10% Bid Bond payable to the City of Bristol as issued by a surety licensed to do business in the State of CT. Bidders are advised that separately from the download fee, submission of bids via QuestCDN are subject to a $15.00 bid posting fee. A non-mandatory bidder’s conference will be held on July 26, 2021 at 11:00 am in the City Council Chambers within Bristol City Hall, located at 111 North Main Street, Bristol, CT.Prospective bidders shall examine the “Instruction to Biddersâ€? and “Supplementary Instructions to Biddersâ€? and shall comply and conform strictly with the conditions and instructions contained therein.Pursuant to Public Act 15-5, this contract is subject to state contract compliance requirements, including non-discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for aware to subcontractors holding current certification from the Connecticut Department of Administrative Services. The contractor must demonstrate good faith effort to meet the 25% set-aside goals.The awarded contractor will be required to secure a Performance Bond and a Labor and Materials Bond, each in the amount of 100% of the contract award, provided by a surety licensed to do business in the State of Connecticut. The requirements for prevailing wage rates are to apply to the resultant contract award.The City reserves the right to waive any informalities in the bid, to reject any or all bids, and to accept the bid that in its judgment is in its best interest. Bids must be firm and may not be withdrawn for a period of 90 days following the bid opening.The Contractor will take affirmative action to ensure that applicants are employed, and that employees are treated during employment without regard to their race, color, religion, gender, or national origin.Roger D.
