VALE PARK ROAD TRAFFIC CALMING – WEST IMPROVEMENT PROJECT

Sealed bids for the construction of the Vale Park Road Traffic Calming – West Improvement Project will be received at the office of the City Clerk Treasurer, City of Valparaiso, 166 Lincolnway, Valparaiso, IN 46383, until 2:30 PM, local prevailing time, on February 10, 2023. The bids will be opened and read aloud at the Board of Public Works and Safety meeting beginning at 3:00PM that same day.

The project consists of traffic calming intersection work within the City of Valparaiso. Other construction activities include: ADA ramp removal and replacement, concrete curb, sidewalk, storm sewer, paving, and pavement markings. Contractor will also be responsible for the maintenance of traffic.

The Project Documents are available at no cost and may be requested electronically from Matt Zurbriggen via email at mzurbriggen@valpo.us or by calling the City of Valparaiso Engineering Department at (219) 462-1161. No project documents will be sent out (3) days prior to the date of the bid opening. All questions or intent of the bidding documents are to be submitted to the Valparaiso Engineering Department. Questions received less than two days prior to the date for opening of bids may not be answered, as all Addenda to be issued by The City of Valparaiso will be issued at least one day prior to the date for opening of bids in order to provide prospective bidders ample time to incorporate such Addenda into their bids.

Proposals shall be properly and completely executed on the Bid Form, and must be accompanied by an executed Indiana State Board of Accounts Form 96, confirmation that copies of Addenda were received (if issued), and satisfactory bid security. A certified or cashier’s check payable to the City of Valparaiso or a bid bond in an amount equal to five (5) percent of the bid amount must accompany each bid. All checks of unsuccessful bidders shall be returned to them by the City upon selection of successful bidder. The successful Bidder will be required to provide a Performance and Payment Bond each in the amount of one hundred (100) percent of the Contract amount.

Pursuant to Indiana Code 22-5-1.7-11, the Contractor entering into a contract with the City of Valparaiso is required to enroll in and verify the work eligibility status of all of its newly hired employees through the E-Verify program. The Contractor is not required to verify the work eligibility status of all its newly hired employees through the E-Verify program if the E-Verify program no longer exists.

Bidders must be experienced in the construction of the type of facilities to be built under the Contract(s) for which a bid is submitted.

Pursuant to Indiana Code 5-22-16.5 the City of Valparaiso may not contract with a person who is engaged in investment activities in Iran.

Pursuant to Ordinance 6-2016, the City has adopted certain responsible bidding practices. The Contractor shall provide all required material with its Bid documents and comply with all other provisions.

In determining the lowest responsive and responsible bidder, the City of Valparaiso will consider the Total Base Bid made for the Contract. The City of Valparaiso may also consider all other relevant facts mentioned in the Project Documents or which the City of Valparaiso may legally consider.

The Board of Public Works and Safety reserves the right to reject any and all bids or to waive any informalities in the bidding, should the Board deem it to be in the public interest to do so.
