INVITATION TO BID LEGAL NOTICE Sealed proposals for the Russell Park Parking Lot and Drainage Improvements, Carbondale, Lackawanna County, Pennsylvania, will be received by the City of Carbondale Council until 4:00 p.m. on Monday, September 20, 2021 at the Business Office in the City of Carbondale Municipal Building, 1 North Main Street, Carbondale, PA 18407. All properly submitted proposals will be publicly opened and read at the scheduled City of Carbondale Council Meeting at 6:00 p.m. on the same date. Scope of Work: The work on this project will include but is not limited to the excavation and grading of the existing dirt parking area, installation of a new drainage system, concrete curb, and new pavement structure along with line striping for parking lot. Project is subject to Davis Bacon Wages and funded through the 2016, 2017, 2018 and 2019 Community Development Block Grant Program. Project drawings and specifications may be obtained for a non-refundable fee of $50.00 per set. A satisfactory corporation surety shall provide security in an amount equal to 10% of the base bid. The surety shall name as payee or obligee the City of Carbondale. A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract. A no-lien agreement will be required to be signed and filed by the contractor before any work begins on the project. Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act of October 27, 1955, P.L. 744, and Davis Bacon Wage Determination. All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, and shall be accompanied by 10% bid guaranty, payable to the Owner. The Owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto. Bidders must submit documentary evidence of Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. A Pre-bid Conference will be held at the City of Carbondale Municipal Offices, 1 North Main Street, Carbondale, PA 18407 on Tuesday, September 14, 2021 at 10:00 a.m. for the purpose of reviewing the project.
