INVITATION TO BID LEGAL NOTICE Sealed proposals for the Mayfield Farmers Market, Athletic Complex Drainage Project and New DPW Garage, Lackawanna County, Pennsylvania, will be received by the Mayfield Borough Council until 4:00 p.m. on Wednesday, April 13, 2022 at the Borough Business Office in the Mayfield Borough Building, 739 Penn Avenue, Mayfield, PA 18433. All properly submitted proposals will be publicly opened and read at the scheduled Mayfield Council Meeting at 7:00 p.m. on the same date. Scope of Work “Project 1” Mayfield Farmers Market: The work on this project will include but is not limited to construction of the concrete pad for a 30′ X 42′ farm stand building along with gravel access and parking area. Site grading and stabilization of work area, installation of 2 PVC conduit for future water service lateral and vinyl split rail fencing. Scope of Work “Project 2” Athletic Complex Drainage Project: The work on this project will include but is not limited to excavation, grading and compacting of proposed swale and detention pond. Installation of outlet structure and piping along with stabilization of swale and pond. Scope of Work “Project 3” New DPW Garage: The work on this project will include but is not limited to a new 60 x 88 DPW garage, to be constructed on property presently owned by Mayfield Borough. The bids will include costs for supplying all materials and assembly/erection of the subject DPW garage. Contractor will be responsible for furnishing drawings sealed by a Pennsylvania Professional Engineer. The Contractor will be responsible for grading the property. Project plans and specifications for “Project 1” may be obtained for a non-refundable fee of $40.00 per set. Project Plans and Specifications for “Project 2” may be obtained for a non-refundable fee of $40.00 per set. Specifications for “Project 3” may be obtained for a non-refundable fee of $25.00 per set. A satisfactory corporation surety shall provide security in an amount equal to 10% of the base bid. The surety shall name as payee or obligee the Mayfield Borough. A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract. A no-lien agreement will be required to be signed and filed by the contractor before any work begins on the project. Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act of October 27, 1955, P.L. 744, and the Pennsylvania Prevailing Wage Act 442 of August 15, 1961, as amended on August 9, 1963. All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, and shall be accompanied by 10% bid guaranty, payable to the Owner. The Owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto. Pre-bid Conferences will be held at the Mayfield Borough Municipal Offices, 739 Penn Avenue, Mayfield, PA 18433 on Tuesday, April 5, 2022.
