INVITATION TO BID LEGAL NOTICE Sealed proposals for the Archbald Borough East Street Culvert, Archbald, Lackawanna County, Pennsylvania, will be received by the Archbald Borough Council until 4:00 p.m. on Wednesday, April 20, 2022 at the Borough Business Office in the Archbald Borough Building, 400 Church Street, Archbald, PA 18403. All properly submitted proposals will be publicly opened and read at the regularly scheduled Archbald Council Meeting at 7:00 p.m. on the same date. Scope of Work: The work on this project will include but is not limited to installing a new 7’x16′ concrete box culvert with concrete wing walls over Wildcat Creek on East Street in the Eynon section of Archbald Borough. East Street will also be reconstructed on the south side of the new culvert and new pavement will be placed to extend East Street north of culvert to allow access to existing industrial lots. Project drawings and specifications may be obtained for a non-refundable fee of $50.00 per set. A satisfactory corporation surety shall provide security in an amount equal to 10% of the base bid. The surety shall name as payee or obligee the Archbald Borough. A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract. A no-lien agreement will be required to be signed and filed by the contractor before any work begins on the project. Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act of October 27, 1955, P.L. 744, and the Pennsylvania Prevailing Wage Act 442 of August 15, 1961, as amended on August 9, 1963. All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, and shall be accompanied by 10% bid guaranty, payable to the Owner. The Owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto.
