INVITATION TO BID LEGAL NOTICE Sealed proposals for the Blakely Borough Main Street Sidewalk Revitalization Project, West Lackawanna Avenue to Lincoln Avenue, Blakely Borough, Lackawanna County, Pennsylvania, will be received by the Blakely Borough Council until 4:00 p.m. on Monday, March 15, 2021 at the Borough Business Office in the Blakely Borough Municipal Building, 1439 Main Street, Peckville, PA 18452. All properly submitted proposals will be publicly opened and read at the scheduled Blakely Borough Council Meeting at 6:00 p.m. on the same date. Scope of Work: The work on this project will include but is not limited to the demolition of existing sidewalks and curbs and construction of approximate 1,152 sy of new sidewalk and 1,906 lf of concrete curbing. Also included will be new handicap ramps, driveway aprons and pavement and grass restoration. Project drawings and specifications may be obtained for a non-refundable fee of $50.00 per set. A satisfactory corporation surety shall provide security in an amount equal to 10% of the base bid. The surety shall name as payee or obligee the Blakely Borough. A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract. A no-lien agreement will be required to be signed and filed by the contractor before any work begins on the project. Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act of October 27, 1955, P.L. 744, and the Pennsylvania Prevailing Wage Act 442 of August 15, 1961, as amended on August 9, 1963. All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, and shall be accompanied by 10% bid guaranty, payable to the Owner. The Owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto. A Pre-bid Conference will be held at the Blakely Borough Municipal Offices, 1439 Main Street, Peckville, PA 18452 on Monday, March 8, 2021 at 10:00 a.m. for the purpose of reviewing the project.
