INVITATION TO BID LEGAL NOTICE Sealed proposals for the Archbald Borough Veterans Monument Park Project Phase I, Lackawanna County, Pennsylvania, will be received by the Archbald Borough Council until 4:00 p.m. on Wednesday, May 19, 2021 at the Borough Business Office in the Archbald Borough Building, 400 Church Street, Archbald PA 18403. All properly submitted proposals will be publicly opened and read at the scheduled Archbald Council Meeting at 7:00 p.m. on the same date. Scope of Work: The work on this project will include but is not limited to the site construction of the Archbald Borough Veterans Monument Park. Project drawings and specifications my be obtained for cost of reproduction per set at Steamtown Blueprint on Thursday, May 6, 2021 for prospective bidders after 9:00 am. A satisfactory corporation surety shall provide security in an amount equal to 10% of the base bid. The surety shall name as payee or oblige the Archbald Borough. A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract. A no-lien agreement will be required to be signed and filled by the contractor before and work begins on the project. Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act of October 27, 1955, Prevailing Wage Act 442 of August 158, 1961, as amended on August 9, 1963. All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, and shall be accompanied by 10% bid guaranty, payable to the Owner. The owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto. Bid opening will be public; Contractors will be allowed to have one representative attend the bid opening. Masks will be required and social distancing rules will be enforced.
