Conewago Township will receive bids for the Mill Road Bridge Replacement Project. Bids may be submitted and updated online until 11:00 AM prevailing time, Friday, April 30, 2021. At that time, the bid results will be made available online. All documents and solicitation details are available online at no cost at PennBid (https://pennbid.procureware.com).
Interested bidders need to register at the PennBID web-site. Once registered, bidders can obtain all project documents and submit and update their bids online. Questions may be submitted online. There will be no pre-bid conference for the project.
A certified check or bid bond for the amount of 10% of the total bid shall be required. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.
Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. Bids may not be withdrawn during this period. See Instructions to Bidders for other provisions on the time available for acceptance of Bids. All Bidders must bid on all items listed on the Bid Form and on each bidding alternative. The successful Bidder shall be required to furnish performance and payment bonds in the amount of 100% of the Contract Price. The successful Bidder shall substantially complete the project within 150 calendar days from the notice to proceed date for onsite construction and the project shall be fully completed and ready for final payment within 165 calendar days from the notice to proceed date for onsite construction. It is anticipated the notice to proceed for onsite work will be given by the end of June 2021.
This contract is subject to the following: the Pennsylvania Prevailing Wage Act conditions; the Federal Occupational Safety and Health Act of 1970 (OSHA) conditions; the Pennsylvania Act 229 of 2002; the Pennsylvania One Call Act, also known as the Underground Utility Line Protection Law, Act 287 of 1974, as amended; the Pennsylvania Human Relations Act 222 Conditions; and the non-discrimination in Employment/Contract Compliance Regulations Conditions.
The Township expressly reserves the right to reject or accept any or all bids and may re-advertise if the best interests of the Township are to be hereby promoted. The Township may waive technical defects if, in its judgment, the best interests of the Township shall so require. No bid may be considered from any person, firm or corporation who has defaulted in the performance of any contract or agreement previously made with the Township or conclusively shown to have failed to perform satisfactorily such contract or agreement with the Township.
