INVITATION TO BID Sealed bids, one (1) original and two (2) copies, shall be delivered via USPS or commercial delivery service (UPS, FedEx, etc.) to the Town of Greenwich Purchasing Department, First Floor, Town Hall, 101 Field Point Road, Greenwich, CT 06830 and will be opened and read aloud in the Department of Public Works Administration Conference Room, Town Hall, 101 Field Point Road, Greenwich, Connecticut at 2 o’clock p.m. (prevailing time) on Wednesday, September 23, 2020 for the following work: Replacement of Bridge No. 05012 Davis Avenue Bridge Over Indian Harbor Town Project No. 17-16 State LOTCIP Project No. L056-0003 The Purchasing Department will be accepting hand delivered bids by appointment only. Please call (203) 622-7881 to schedule an appointment. A Bid Bond for 10% of total bid must accompany each bid. Bidders may be required to submit data covering financial resources, equipment and ability to perform the work rapidly and in a satisfactory manner. The right is expressly reserved to reject any or all bids, to waive any informalities in the bids, or to accept such bids as appear to be in the best interest of the Town. Specifications may be obtained on the Town’s website, www.greenwichct.gov/bids. It is the responsibility of the prospective bidder to check the website for any addenda issued up to 48 hours prior to the bid opening. Drawings and specifications will be posted to the Town’s website and may be downloaded at no cost. Drawings taken from the Town’s website and printed on the bidder’s equipment may not be to scale. Bidders shall complete the Vendor Information & Signatory Form for all Contracts equal to or in excess of $250,000.00. Failure to complete the Vendor Information & Signatory Form, located in Section 2, will cause the contractors bid to be disqualified. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed, insurance coverage requirements, minimum wage rates to be paid under the contract and construction safety and health course requirements. This contract is subject to state contract compliance requirements, including non-discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services. The contractor must demonstrate good faith effort to meet the 25% set-aside goals. This contract is subject to state Local Transportation Capital Improvement Program (LOTCIP) funding requirements. The prime contractor is required to self-perform a minimum of 50% of the total contract value with their own organization. Bidders shall complete the “Prohibition of Wastes Generated from Oil and Gas Drilling and Extraction Activities Certification”, “Non-Collusion Affidavit”, “Bidder Contract Compliance Monitoring Report”, and the “Certificate of Compliance with Connecticut General Statute Section 3157b” for this Contract. Failure to complete the noted certification, affidavit, monitoring report and certificate of compliance, located in Section 2, will cause the contractors bid to be disqualified. _______________________________ Amy J.
