INVITATION TO BID Sealed bids, one (1) original will be received in the Office of the Purchasing Department. Please refer to the Town of Greenwich’s website for the latest information on office hours and delivery of bids to the Purchasing Department. Bids must be received in the Office of Purchasing Department no later than 2:00 P.M. on March 10, 2021. The Department of Public Works shall open bids in the Department of Public Works Administration Conference Room, Town Hall, 101 Field Point Road, Greenwich, Connecticut at 2:00 P.M. (prevailing time) on March 10, 2021 for the following work listed below. Due to COVID-19, NO public attendance at the bid opening will be allowed. Bid results will be posted to the Town’s website in approximately 3 to 5 business days after the bid opening: OLD GREENWICH COMMON FORCE MAIN SEGMENT 3 FORCE MAIN REPLACEMENT TOWN OF GREENWICH, CONNECTICUT DEPARTMENT OF PUBLIC WORKS DIVISION OF SEWERS CONTRACT NO. 6519 / PROJECT NO. 20-6519 Work to include, but not limited to the following major items for the installation of a new wastewater force main in Oval Avenue and Summit Road in Greenwich, Connecticut. The major components of the work shall include: 1. Furnish and install temporary pumping equipment and approximately 550 feet of 18-inch diameter high density polyethylene (HDPE) temporary force main bypass pipe and fittings in both buried and above ground configurations for temporary bypass flow. 2. Furnish and install approximately 3,920 feet of 18-inch C900 polyvinyl chloride (PVC) force main. 3. Provide interconnecting piping, valves, and air release manhole connections. 4. Testing of the new force main. 5. Flushing of the existing force main. 6. Removal of drain / air release connections on existing force main. 7. Spot repairs to existing sanitary sewer and force main. 8. Installation of new catch basin and approximately 170 linear feet of 12-inch SDR 35 PVC storm drain. 9. Replace twelve (12) sanitary manhole frame and covers. 10. Furnish and install doghouse sanitary manhole and approximately 60 feet of 10-inch PVC sanitary sewer at intersection of Summit Road and West End Avenue. 11. Install approximately 80 feet of 4-inch sanitary lateral from Town of Greenwich Public Works Garage to new doghouse manhole at intersection of Summit Road and West End Avenue. 12. Restoration of the project site to preconstruction condition or as indicated and specified. 13. Coordination, scheduling and obtaining necessary permits relative to construction as well as obtaining permits from the Town of Greenwich for performance of the work. A Bid Bond for ten (10) percent of the Bid must accompany each bid. Bidders may be required to submit data covering financial resources, equipment and ability to perform the work rapidly and in a satisfactory manner. The right is expressly reserved to reject any or all bids, to waive any informalities in the bids, or to accept such bids as appear to be in the best interest of the Town. Drawings and contract documents will be posted and may be downloaded at no cost from the Town’s website, www.greenwichct.org (see the “Request for Bid” link on the Purchasing Division page). It is the responsibility of the prospective bidder to check the website for any addenda issued up to 48 hours prior to the bid opening. Drawings taken from the Town’s website and printed on the bidder’s equipment may not be to scale. Full size hard copies of the drawings and contract documents may be purchased from Greenwich Blueprint, LLC, 255 Greenwich Avenue, 2nd Floor, Greenwich, CT 06830, phone (203) 869-0305 for the non-refundable fee quoted to the perspective bidder by Greenwich Blueprint. Bidders shall complete the Vendor Information & Signatory Form for all Contracts equal to or in excess of $250,000.00. Failure to complete the Vendor Information & Signatory Form, located in Section 2, will cause the contractors bid to be disqualified. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed, insurance coverage requirements, minimum wage rates to be paid under the contract and construction safety and health course requirements. Questions regarding the bid must be submitted in writing to the Project Engineer Michael McGuire, P.E., AECOM via e-mail to mike.mcguire@aecom.com at least seven (7) business days before the established date for receipt of bids.
