INVITATION TO BID Sealed bids will be received by the Schuylkill County Controller, Court House, 401 North Second Street, Pottsville, PA, until 4:00 p.m., prevailing time, on Monday, April 3, 2023 for the purpose of Disposal of Solid Waste at Various County Locations. Bids will be publicly opened and read aloud on Wednesday, April 5, 2023 at 9:00 a.m. in the Commissioners Board Room. Proposals must be submitted in triplicate and be marked “Disposal of Solid Waste County of Schuylkill” in the lower right hand corner of the envelope. The Bidder’s name and address must appear on the outside of the envelope. No late proposal will be accepted. Each proposal must be accompanied by a Certified Check, Cashier’s Check or Surety Company’s Bid Bond, naming as payee or obligee the County of Schuylkill, in the amount of ten (10%) per centum of the total bid submitted to serve as security for proper execution of the Contract Documents. The Surety Company must be acceptable to said County. Each Bidder is also required to submit a fully executed Non-Collusion Affidavit with each proposal on the form provided with the bid package. Contract Documents may be obtained by Bidders at the Schuylkill County Department of Public Works Office, Courthouse, 401 North Second Street, Pottsville, PA 17901 between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday. The COUNTY may reject any and all bids. However, if the award of contract is delayed by a required approval of another governmental agency, or the sale of bonds, the COUNTY may reject all Bids or award the Contract to the lowest, most responsible and responsive Bidder within 120 days of the day of Bid opening, and no Bidder may withdraw his Bid before the expiration of such 120-day period. Thirty (30) day extensions of the date for the award of the contract may be made by the mutual written consent of the COUNTY and the lowest, most responsible and responsive bidder. Notwithstanding anything herein to the contrary, the Commissioners of the County of Schuylkill, Pennsylvania, reserve the right to waive any informalities in or to reject any and all bids, and the provisions of the above invitation to Bidders are made for the benefit of the County, and no rights shall be deemed to accrue to any person making a proposal by reason of the submission of any proposal hereunder or by waiver or non-enforcement of any provision or requirement of the invitation.
