INVITATION TO BID Sealed proposals will be received by Pittston Township, Luzerne County, Pennsylvania, at the Borough Municipal Building, located on 421 Broad Street, Pittston PA 18640 care of John Bonita, Township Manager, until 10:00 A.M. on March 3, 2023, local prevailing time at which time the bids will be publicly opened and read aloud by the Township Manager (or his/her designee) for the following project: Baker & Chapel Roads Project Phase I – Base Bid: approximately 3,700 S.Y. of 1.5″ Depth Milling and Overlay with 9.5 mm Superpave HMA Wearing Course, 3,400 S.Y. of Full-Depth Pavement, 340 Ton of 19 MM Superpave Leveling Course, installation of 700 L.F. of 12″ SLHDPE, 12 Stormwater Inlets, manhole and inlet adjustments. This project/contract is funded by PennDOT Multimodal Grant 04R255. A Pre-Bid Meeting (Non-mandatory) will be held on February 21, 2023, at 11:00 A.M. at the Pittston Township Building. Bids will be considered for award at the next Supervisor’s meeting, on March 20, 2023, at 7:00 P.M. local prevailing time. This project was financed in part by a grant from The Pennsylvania Department of Transportation; Multimodal Transportation Fund Grant Program. Bidders must be PennDOT Prequalified as specified in section 102.01, of Publication 408. Contractors qualifying as subcontractors may submit bids as a prime contractor, consistent with their qualifications and as specified in section 108.01, Publication 408. A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project. The bid must be accompanied by a certified/cashier’s check or Bid Bond in the amount of ten percent (10%) of the bid amount, made payable to Pittston Township. The Borough reserves the right to reject any or all bids or portions thereof or to waive any informalities in the bidding. If written notice of the acceptance of this Bid is mailed or delivered to the undersigned within sixty (60) days after the opening thereof, or at any time thereafter before the Bid is withdrawn, the undersigned agrees to execute and deliver the Agreement in the form prescribed by the Pittston Township. The Bidder, in accordance with the President’s Executive Order 11246, will be required to ensure that employees and applicants for employment are not discriminated against on the basis of their race, color, religion, sex, sexual orientation, gender identity, or national origin in employment or the provision of services. Bidders are advised that PA Prevailing Minimum Wage Rates must be paid to workers employed on this project and are incorporated in the Contract Documents. These wage rate requirements are applicable to this contract for the entire duration of this project.
