INVITATION TO BID Sealed proposals will be received by Pittston Township, Luzerne County, Pennsylvania, at the Borough Municipal Building, located on 421 Broad Street, Pittston PA 18640 care of John Bonita, Township Manager, until 10:00 A.M. on March 3, 2023, local prevailing time at which time the bids will be publicly opened and read aloud by the Township Manager (or his/her designee) for the following project: Pittston Township Lincoln Street Stormwater Mitigation Project Base Bid; The proposed project will take place within Lincoln St. (Township Road) and will consist of the installation of approximately 640 L.F. 15″ SLHDPE; 55 L.F. 12″ SLHDPE; and 9 stormwater inlets from the intersection of Oak St (SR2019) to Flag St. (Township Road); Pavement Mill & Overlay A Pre-Bid Meeting (Non-mandatory) will be held on February 21, 2023, at 10:30 A.M. at the Pittston Township Building. Bids will be considered for award at the next Supervisor’s meeting, on March 20, 2023 at 7:00 P.M. local prevailing time. This project was financed in part by a grant from The Commonwealth of Pennsylvania, Commonwealth Financing Authority. The bid must be accompanied by a certified/cashier’s check or Bid Bond in the amount of ten percent (10%) of the bid amount, made payable to Pittston Township. The Borough reserves the right to reject any or all bids or portions thereof or to waive any informalities in the bidding. If written notice of the acceptance of this Bid is mailed or delivered to the undersigned within sixty (60) days after the opening thereof, or at any time thereafter before the Bid is withdrawn, the undersigned agrees to execute and deliver the Agreement in the form prescribed by the Pittston Township. The Bidder, in accordance with the President’s Executive Order 11246, will be required to ensure that employees and applicants for employment are not discriminated against on the basis of their race, color, religion, sex, sexual orientation, gender identity, or national origin in employment or the provision of services. Bidders are advised that PA Prevailing Minimum Wage Rates must be paid to workers employed on this project and are incorporated in the Contract Documents. These wage rate requirements are applicable to this contract for the entire duration of this project. The Contract Documents may be examined at the Pittston Township Municipal Building, located at 421 Broad Street, Pittston PA 18640, the offices of Colwell-Naegele Associates, Inc. located at 276 East Grove Street, Clarks Summit, PA 18411 or at Steamtown Blueprint located at 308 Penn Avenue, Scranton, PA 18503. Telephone inquiries regarding the availability of documents of bidding may be made to the Steamtown Blueprint at (570) 961-1315. Only Bidders receiving a full set of Documents through Steamtown Blueprint will be on record to receive Addenda. Copies of the Contract Documents may only be obtained at Steamtown Blueprint, located at 308 Penn Avenue, Scranton, PA 18503, upon payment of a non-refundable fee of $50.00 for each set.
