INVITATION TO BID Sealed proposals will be received by the Dupont Borough, Luzerne County, Pennsylvania, at the Borough Municipal Building, located on 600 Chestnut Street, Dupont, PA 18641, care of Patricia McDonald, Borough Manager, Dupont Borough until 3:00 P.M. on March 14, 2023, local prevailing time. The bids will be publicly opened and read aloud by the Borough Manager (or his/her designee) at the Borough Council Meeting scheduled for 7:00 P.M. on March 14, 2023, local prevailing time for the following: Dupont Borough Streambank Stabilization Project: Base Bid; Approximately 575 LF of Streambank Stabilization along with Urban Stream Restoration within Mill Creek. This work includes removal of existing sediment and debris from the stream channel, re-constructing and reinforcing the stream embankment with vegetation and stone and constructing stone weirs within the channel. Also included is demolition, installation of sixteen (16) of storm inlets and approximately 420 LF of SLHDPE. A Pre-Bid Meeting (Non-mandatory) will be held on March 7, 2023, at 11:00 A.M. at the Dupont Borough Building. This project was financed in part by a grant from The Commonwealth of Pennsylvania, Department of Environmental Protection. The bid must be accompanied by a certified/cashier’s check or Bid Bond in the amount of ten percent (10%) of the bid amount, made payable to Dupont Borough. The Borough reserves the right to reject any or all bids or portions thereof or to waive any informalities in the bidding. If written notice of the acceptance of this Bid is mailed or delivered to the undersigned within sixty (60) days after the opening thereof, or at any time thereafter before the Bid is withdrawn, the undersigned agrees to execute and deliver the Agreement in the form prescribed by the Dupont Borough. The Labor Standards, Wage Determination Decision and Anti-Kickback regulations (29CFR, Part 3) issued by the Secretary of Labor are included in the contract documents of this project and govern all work under the contracts. Non-discrimination in Employment–Bidders on this work will be required to comply with the President’s Executive Order 11246 and will be required to insure that employees and applicants for employment are not discriminated against on the basis of their race, color, national origin, sex, religion, age, disability or familial status in employments or the provision of services. In addition to EEO Executive Order 11246, Contractors must also establish a 6.9% goal for female participation and a 0.6% goal for minority participation in the aggregate on-site construction work force for contracts in excess of $10,000 as per the notice of requirement for affirmative action as contained in the contract documents. In compliance with Executive Order 11625 and 12138, the successful bidder must utilize to the greatest extent feasible, minority and/or women-owned businesses located in the municipality, county or general trade area.
