INVITATION TO BID Sealed proposals will be received by the Township of Moon, Allegheny County, Pennsylvania through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 11:15 AM pre-vailing time on March 18, 2021 for: DOWNES FIRE STATION IMPROVEMENTS Contract No. 21-FC4 (Re-Bid) – HVAC: The scope of work generally includes furnace and condensing unit, electric heaters, infrared heater, ventilation and diffusers. There are two Add Alternates for Building Automation System and two gas unit heaters. Contract No. 21-FC5 (Re-Bid) – Fire Suppression: The scope of work generally includes installation of fire suppression system for the Downes Fire Station. A General Bidders meeting will be held at the Downes Fire Station on March 3, 2021 at 10:00 AM. Bid Documents are available for purchase through the QuestCDN. All bidders are required to buy the full set of drawings and specifications in PDF format for a non-refundable deposit of $150.00 from QuestCDN at www.questcdn.com. The seven digit QuestCDN project numbers are 7560083 (HVAC) and 7560306 (Fire Suppression) to locate the contract on the QuestCDN website search page. Any technical questions regarding the bid documents are to be directed to Lennon, Smith, Souleret Engineering, Inc. through the QuestCDN website. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Township. The bid must be accompanied by a bid bond in the amount of ten percent (10%) of the bid, made payable to the Township to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances. The Township reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The Township shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Township may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Township has received all required approvals from other governmental agencies.
