INVITATION TO BID The Housing Authority of the County of Lackawanna Capital Fund Department Fire Hydrant Replacement at the Old Forge Development PA38-08 This invitation is extended by the Housing Authority of the County of Lackawanna for the construction of the described project. Sealed bids are invited for a single prime contract for replacement of fire hydrants at Old Forge Site, Old Forge, PA. The Housing Authority of the County of Lackawanna in accordance with Title IV of the U.S. Civil Rights Act of 1964, notifies all Bidders that it will affirmatively ensure that they will be afforded full opportunity to submit Bids in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex or national origin in consideration of an award. Attention is called to Section 3 of the HUD Act of 1968; Section 3 helps create employment for low-income people or that provide employment to low-income people. Description of Work: The work of this project generally includes removal of four (4) existing hire hydrants and replacement with new as per spec. Receipt of Bids: Sealed Bids for the prime contract will be received at the Administrative Offices, 2019 W. Pine Street, Dunmore, PA 18512 until 3:00 pm on March 15, 2023, when Bid Proposals will be publicly opened and read aloud. The bid must be accompanied by a Certified Check or Bid Bond in the amount of (10%) of the Bid amount, made payable to H.A.C.L. The Housing Authority reserves the right to reject any or all Bids or portions thereof or to waive any informalities in the Bidding. Construction Documents: Documents will be available for release on February 7, 2023. Bidders must email Anthony Bernardi at LaBella Associates at ABernardi@LaBellaPC.com to request documents and be placed on the Bidders list. Only Bidders receiving a full set of Documents by email from LaBella Associates will be on record to participate in the pre-bid conference and receive any Addenda. All bidder questions will be submitted via email to Anthony Bernardi at the above email address. No phone call questions will be taken. Pre-Bid Conference: A Pre-Bid Conference will be held at the Dunmore Main Office, 2019 W Pine St. Dunmore, PA 18512 on March 1, 2023 at 10:00 am. Performance Bonds: Successful bidders will be required to furnish and pay for Performance and Labor and Materials Bonds which are acceptable to the Housing Authority of the County of Lackawanna. Wage Requirements; Equal Employment Opportunity: Attention is called to the wage and equal employment opportunity requirements of this project, as contained in the Bid Documents. All workers employed on this project shall receive the proper wages for the particular job(s) they are doing according to the Wage and Hour Schedule included in this Specification. Prevailing wages as established under the Davis-Bacon Act will apply to this contract.
