INVITATION TO BID The Housing Authority of the County of Lackawanna Capital Fund Department Shingle Replacement at the Moosic Development PA 38-03 This Invitation is extended by the Housing Authority of the County of Lackawanna for the construction of the described project. Sealed bids are invited for a single prime contract for New shingle replacement at the Moosic site, Moosic, PA. The Housing Authority of the County of Lackawanna in accordance with Title IV of the U.S. Civil Rights Act of 1964, notifies all Bidders that it will affirmatively insure that they will be afforded full opportunity to submit Bids in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex or national origin in consideration for an award. Attention is called to Section 3 of the HUD Act of 1968, Section 3 helps create employment for low-income people or that provide employment to low-income people. Description of Work: The work of this project generally includes removal of existing roofing and replace per spec. Receipt of Bids: Sealed Bids for the prime contract will be received at the Administrative Offices, 2019 W. Pine St., Dunmore, PA 18512 until 11:00 am on October 5, 2021 when Bid Proposals will be publicly opened and read aloud. The bid must be accompanied by a Certified Check or Bid Bond in the amount of (10%) of the Bid amount, made payable to H.A.C.L. The Housing Authority reserves the right to reject any or all Bids or portions thereof or to waive any informalities in the Bidding. Construction Documents may be purchased at Lackawanna Housing’s Administrative Office at 2019 W. Pine Street, Dunmore, PA 18512 between the hours of 8:00 AM and 4:00 PM for the non-refundable cost of $50.00/set. Checks shall be made payable to H.A.C.L. Construction Documents will be available beginning September 7, 2021 after 10:00 AM. Documents may be reviewed at the Administrative Office during normal business hours. Prime Contractors purchasing bid documents must register when purchasing documents at the main office to ensure that they will receive information issued during the bidding period. Pre-Bid Conference: A Pre-Bid Conference will be held at the Moosic Office, 503 Dupont St. on September 22, 2021 at 10:00 am. Performance Bonds: Successful bidders will be required to furnish and pay for Performance and Labor and Material Bonds which are acceptable to the Housing Authority of the County of Lackawanna. Wage Requirements; Equal Employment Opportunity: Attention is called to the wage and equal employment opportunity requirements of this project, as contained in the Bid Documents. All workers employed on this project shall receive the proper wages for the particular job(s) they are doing according to the Wage and Hour Schedule included in this Specification. Prevailing wages as established under the Davis-Bacon Act will apply to this contract.
