Water Supply and Distribution System Improvements – Replace 18” Water Supply Main from Highland – Contract 1

The Dyer Water/Sanitary Board, of the Town of Dyer, Indiana will receive sealed bids for the “Water Supply and Distribution System Improvements – Replace 18” Water Supply Main from Highland – Contract 1” until 10:00 A.M. (local time) on Friday, June 18th, 2021, at the office of the Clerk-Treasurer, Town of Dyer, One Town Square, Dyer, Indiana 46311, at which time and place said bids will be publicly opened and read aloud. Any bids received later than the above time will be returned unopened.

DESCRIPTION OF WORK: This project consists of the furnishing of all equipment, labor and materials for the construction of approximately 6580 linear feet of 18-inch diameter C900 fusible PVC water main by horizontal directional drilling and approximately 1180 linear feet of 18-inch diameter ductile iron water main. The work includes pipe pressure testing, pipe disinfection, maintenance of traffic; installation of water main, 56’ of 36” steel casing pipe, gate valves, fittings, fire hydrants and water services; removal and replacement of sections of sidewalk and curb and gutter; pavement, grass and landscape restoration; and all other related work and appurtenances for a complete project ready for continuous operation. Special attention is invited to the equipment and experience requirements for the horizontal directional driller.

Project Documents may be examined and obtained at the Office of NIES Engineering, Inc., 2421 173rd Street, Hammond, Indiana, 46323, (219) 844-8680. A non refundable fee of $50.00 is required for each set of Project Documents which includes a Bidding Packet and CD of the Plans and Specifications. The fee shall be in the form of a check made payable to the Town of Dyer. This remittance is non-refundable. This remittance is non-refundable. Bids shall be properly and completely executed on the Bid Form (Section 00300), and must be accompanied by a completed Town of Dyer, Indiana State Board of Accounts Form 96, Certification Regarding Unauthorized Aliens, signed copies of Addenda (if issued) and satisfactory bid security.

BID SECURITY: Each bid shall be accompanied by an acceptable certified check or cashier’s check made payable to the Town of Dyer or an acceptable bid bond in an amount equal to 5 percent of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana.

BONDS: A performance bond and payment bond, each in the amount of 100 percent of the contract price, will be required upon award of the contract.

No bidder may withdraw her or his proposal within a period of 30 days following the date set for receiving bids. The Dyer Water Board reserves the right to retain any and all bids for a period of not more than 30 days, and said bids shall remain in full force and effect during said time. The Board further reserves the right to waive informalities, and to award the contract to any Bidder, all to the advantage of the Water Board, or to reject all bids.

The successful Contractor and his or her subcontractors shall be a licensed contractor with the Town of Dyer in accordance with Chapter 5.20 “Licensing of Building Contractors” of Title 5 of the Dyer Municipal Code.

A non-mandatory Pre-Bid Meeting will be held at the Town of Dyer Public Works, 516 Edmond Drive, Dyer, Indiana on Wednesday, June 9th, 2021 at 10:00 A.M., (local time), for all bidders.
