INVITATION TO BID TOWN OF NORTH HAVEN, CONNECTICUT NOTICE TO CONTRACTORS: Sealed bids for the construction of the following project will be received by the Department of Finance and Administration Office, Memorial Town Hall, 18 Church Street, North Haven, Connecticut, 06473 until 10:00 a.m. local time April 12, 2022, at which time and place they will be opened and publicly read via ZOOM Conference. No bids will be accepted after said date and time. Copies of this Invitation to Bid, Information on the Zoom Conference Call for the Bid Opening and Plans and Bid Specifications for the project shall be obtained from the Town of North Haven’s website at www.northhaven-ct.gov under the heading of BUSINESS and BIDS AND PROPOSALS as managed through Department of Finance and Administration. VANACORE TRACK RECONSTRUCTION PROJECT #22-17 The General Description and project specifications apply to the replacement of a 42-year-old track with six-lanes around and an 8-lane straight away at the Vanacore Track Facility located at the North Haven Middle School, 55 Bailey Road in North Haven, Connecticut. The project will also include tree removal, demolition, earthwork, drainage, chain link fencing, concrete work, asphalt and concrete paving, track surfacing, track and field equipment, scoreboard, sports field lighting, loaming, seeding, sodding, and tree plantings. The Contractor shall be responsible for, but not limited to: maintaining overall site conditions, maintenance and protection of traffic, installing and maintaining erosion control measures, excavation and removal of soils in area of proposed grading and regrading, management, and disposal, back fill and formation of subgrades, and reestablishment of surface conditions. The Town of North Haven hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority and disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation, and that they will not be discriminated against on the grounds of race, color, national origin, or sex, in consideration for an award. The Contract will be funded whole or in part by funds from the American Rescue Plan Act (ARPA) and all bidders shall be familiar with the Federal Uniform Guidance Procurement Standards set forth in Part 200 of the Code of Federal Regulations. Prospective bidders shall examine the “Notice to Bidders”, “Instructions to Bidders” and “Contract Documents” and shall comply with and conform strictly to the conditions and instructions contained therein. The same will hold true for the Project Plans. All bidders are required to inform themselves fully of the conditions relating to the construction and labor under which the work will be or is now being performed and the contractor shall employ, as far as possible, such methods and means in the carrying out of this work as will not cause interruption or interference with any other contractor. A mandatory pre-bid meeting and site walk has been scheduled for 10 A.M. E.S.T. on Thursday, March 31, 2022 at the Vanacore Track Facility (in front of the Concession Stand) to answer any questions prospective Bidders may have regarding the Project. The Town of North Haven’s Vanacore Track Facility is located on 55 Bailey Road in North Haven, Connecticut and shares the same driveway as the North Haven Middle School. The pre-bid meeting and site walk is mandatory, interested Bidders MUST attend the pre-bid meeting and site walk. All questions regarding the above solicitation for Bid shall be submitted to Lynn K. Sadosky, P.E., Director of Public Works in writing only at sadosky.lynn@northhaven-ct.gov. All questions regarding the Bid Specifications and Plans referred to as Vanacore Track Reconstruction Project, 55 Bailey Road, North Haven, Project No. 22-17 shall be submitted in writing and on or before 2:00 P.M. E.S.T. on Tuesday, April 5, 2022. No inquiries or questions will be accepted after 2:00 P.M. E.S.T. on Tuesday, April 5, 2022. If determined to be necessary or required, addenda will be issued to all bidders whose name is on file at the Finance Office as having obtained specifications. Copies of this Invitation to Bid and Plans and Bid Specifications for the project shall be obtained from the Town of North Haven’s website at www.northhaven-ct.gov under the heading of BUSINESS and BIDS AND PROPOSALS as managed through Department of Finance and Administration. Invitation to Bid, Plans and Bid Specifications are also available for review at the Department of Finance and Administration, Memorial Town Hall, 18 Church Street, Lower Level, North Haven, Connecticut 06473. After bids are received, the Department of Finance and Administration may analyze whether vendors have submitted comparable bids and met the requirements called for. In reviewing the bids, the Department of Finance and Administration may consider the past performance, financial responsibility, and sales and service experience of the vendors.
