INVITATION TO BIDDERS

SEALED PROPOSALS addressed to Tri Pointe Homes DFW, LLC. on behalf of Midlothian Municipal Management District No. 2 for construction of the Excavation Improvements for Bridgewater, Phase 1B, the Paving Improvements for Bridgewater, Phase 1B and the Utility Improvements for Bridgewater, Phase 1B, LJA Job No. NT360-0068, will be received electronically via https://bids.lja.com, until 1:00 p.m., Tuesday, May 18, 2021. Bidders must register on this website to submit an electronic bid. Contractors will electronically enter into the bid proposal, found at https://bids.lja.com, their proposed pricing and upload only the bid security. The contractors can bid on all contracts, but it is not required. Separate bid proposals shall be submitted for each project. Contracts will be awarded separately. Electronic bids do not include bids submitted by telegraphic or facsimile transmission.

Due to the pandemic and in an effort to conform to the local, state and federal guidelines regarding social distancing to mitigate the spread of COVID-19, the bids will be publicly read aloud only via audio conference at 1:00 p.m., Tuesday, May 18, 2021.

Bidders may elect to submit hard copy bids to the office of LJA Engineering, Inc., located at 6060 North Central Expressway, Suite 400, Dallas, Texas 75206.

The Developer, Tri Pointe Homes DFW, LLC., will be the Payor for the contract for the Owner.

Copies of the Plans and Specifications may be obtained from the Engineer for a non-refundable fee of $50.00 per set. The plans, specifications and bid documents will be available at https://bids.lja.com by Friday, April 30, 2021. It is the downloader’s responsibility to determine that a complete set of documents, as defined in the Instructions to Bidders are received. This website will be updated periodically with Addenda, Plan Holders List, additional reports or other information relevant to bidding the project.

Tri Pointe Homes DFW, LLC. on behalf of Midlothian Municipal Management District No. 2 will hold a NON-MANDATORY audio pre-bid conference.

Due to the pandemic and in an effort to conform to the local, state and federal guidelines regarding social distancing to mitigate the spread of COVID-19, the pre-bid conference will take place only via audio conference at 1:00 p.m., Tuesday, MAY 11, 2021 as outlined below:

Tri Pointe Homes DFW, LLC. on behalf of Midlothian Municipal Management District No. 2 reserves the right to reject any and all bids. The Successful Bidder, if any, will be the responsible Bidder which in the Board’s judgment will be most advantageous to the District and result in the best and most economical completion of the Project. (Texas Water Code 49.273)

Bid security in the form of bid bond or cashier’s check payable to Tri Pointe Homes DFW, LLC. on behalf of Midlothian Municipal Management District No. 2 in an amount not less than five percent (5%) of the Bid submitted, must accompany each Bid.

The requirements of Subchapter J, Chapter 552, Government Code, may apply to this Bid and/or Contract and bidder/contractor agrees that the Contract can be terminated if the bidder/contractor knowingly or intentionally fails to comply with a requirement of that subchapter.

Bidder/Contractor declares that it has not received from a governmental body a notice of noncompliance with a provision of Subchapter J, Chapter 552, Texas Government Code, or, if such notice has been received, bidder/contractor has taken adequate steps to ensure future compliance with such subchapter and has provided or upon request will provide documentation of same.
