LEGAL NOTICE INVITATION TO BID Sealed proposals for the Development of Greenfield Township Community Park, Lackawanna County, Pennsylvania, will be received by the Greenfield Township Supervisors until 4:00 p.m. on Tuesday, March 7, 2023 at the Greenfield Township Municipal Building, 424 Route 106, Greenfield Township, PA 18403. All properly submitted proposals will be publicly opened and read at the scheduled Greenfield Township Supervisors Meeting at 8:00 p.m. on the same date. Scope of Work: The project will consist of but is not limited to upgrading and paving of access entrance to park located in the State Right of Way. Stabilize and place subbase for access road to parking area. Remove debris and vegetation from existing paved parking area, and add pavement and striping to H.C. parking spot. Grade area for proposed walking trail. Place material to create ADA stone walking trail. A satisfactory corporation surety shall provide security in an amount equal to 10% of the base bid. The surety shall name as payee or obligee the Greenfield Township. A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract. A no-lien agreement will be required to be signed and filed by the contractor before any work begins on the project. Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act of October 27, 1955, P.L. 744, and the Pennsylvania Prevailing Wage Act 442 of August 15, 1961, as amended on August 9, 1963. All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, and shall be accompanied by 10% bid guaranty, payable to the Owner. The Owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto. A Pre-bid Conference will be held at the Greenfield Township Municipal Building, 424 Route 106, Greenfield Township, PA 18407 on Tuesday, February 28, 2023 at 10:00 a.m. for the purpose of reviewing the project.
