LEGAL NOTICE Kingston Water Department Contract No. C-205 Cooper Lake Dam Rehabilitation Project INVITATION TO BID Sealed Bids for construction of Cooper Lake Dam Rehabilitation Project will be received by the Board of Water Commissioners, City of Kingston, Kingston Water Department, 111 Jansen Avenue, Kingston, N.Y. 12401 until 2:00 P.M. (local time), on April 8, 2021, and at that time and place bids will be publicly opened and read aloud. Kingston Water Department’s Cooper Lake, located in the Town of Woodstock, NY, is the primary water supply source for the City of Kingston. The project consists of various improvements to Cooper Lake Dam and Water Supply Intake System. Major components of the project include: replacing the water supply intake piping, tower structure, valves and controls, and metering chamber; water supply system electrical upgrades; dam safety modifications including raising the crest of the Main Dam, flattening the downstream slope, installing internal filters and drains, and installing geotechnical instrumentation; replacing the principal spillway; and leveling the crest and flattening the upstream slope of the West Dike. The project also includes constructing permanent components of an emergency water supply connection between New York City’s Ashokan Reservoir and the Kingston Water Department’s Pre-treatment Facility on Sawkill Road, and, if so directed, installing temporary water supply piping and operating the temporary connection to provide emergency water supply to the Pre-treatment Facility if required during the Cooper Lake project. This project will utilize a Project Labor Agreement (PLA). As such, this project is exempted from the requirements of Wicks Law and therefore includes one (1) General Contract inclusive of all work items. All electrical work will be contracted and performed within the General Contract. The Issuing Office for the Bidding Documents is: Schnabel Engineering of New York, 28 Corporate Drive, Suite 204, Clifton Park, NY 12065. Full sets of the Contract Documents will be provided electronically in PDF format at no cost via authorized download by registering with the Issuing Office by contacting the Schnabel Engineering procurement agents provided in this notice below. Contractors that obtain Contract Documents from a source other than the Issuing Office must notify the Issuing Office in order to be placed on the official Plan Holders List, receive Addenda and other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders list will not be accepted and bidders that obtain documents from other than the Issuing Office do so at their own risk in the event of inaccuracies, missed communications from the Issuing Authority or other matters contributing to a deficient bid submission. Call-in information will be forwarded to Bidders upon request of the Contract Documents. A mandatory pre-bid site visit will be held on March 24, 2021, at 10:00 AM at the Cooper Lake Dam site to discuss the requirements of the Contract Documents and complete a site walk. The site is located at 3831 NY Route 212, Woodstock, New York. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of 5 percent of the Bid. Bidders may not withdraw their Bids for a period of 45 days after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Construction Performance Bond and a 100 percent Construction Payment Bond with a surety company acceptable to the Owner. All qualified applicants for work on this project shall receive consideration for employment without regard to race, color, religion, sex or national origin. Bidding on this work will be required to comply with President’s Executive Order No. 11246 as amended. Complete instructions for filing Bids are included in the Instructions to Bidders. Wage rates for this Project are subject to both the minimum wage rates as per New York State Labor Department and to the minimum Federal Wage Rates. To the extent that any work employs trades as listed by the New York State Department of Labor as an Apprenticable Occupation, Bidders on this work are required to comply with the NY Labor Law § 816-b and have an approved apprenticeship agreement for the type and scope of the work to be performed.
