LEGAL NOTICE REQUEST FOR PROPOSALS FOR A THIRD PARTY INSPECTION FIRM FOR THE ADMINISTRATION AND ENFORCEMENT OF THE UNIFORM CONSTRUCTION CODE ADOPTED PURSUANT TO ORDINANCE NO. 2004-7, AS THE MUNICIPAL BUILDING CODE OF THE BOROUGH OF OLD FORGE, COUNTY OF LACKAWANNA, COMMONWEALTH OF PENNSYLVANIA. NOTICE IS HEREBY GIVEN that the Borough of Old Forge is requesting proposals to administer and enforce the Uniform Construction Code adopted pursuant to Ordinance No. 2004-7, as the Municipal Building Code of the Borough of Old Forge, County of Lackawanna, Commonwealth of Pennsylvania. Copies of the ordinance can be picked up at the offices of the Old Forge Borough Building, located at 310 South Main Street, Old Forge, Pennsylvania, every Monday through Friday (except holidays) between the hours of 9:00 AM.-4:00 P.M. prevailing time or at http://www.ecode360.com/OL1315. Proposals will be received on or before June 15, 2021 at 3:00 P.M. Borough Council, shall open and read all the proposals publicly, on June 15, 2021 at 7:00 P.M. at their regular meeting and shall make its decision within sixty (60) days to reject any or all proposals, or to accept that proposal which best indicates that a particular applicant, in the opinion of Council, satisfactorily meets the criteria established in this RFP and is best qualified to render honest, proper and efficient services to the Borough. The decision of Council in this matter shall be final. RESERVATION OF RIGHTS: The issuance of this Request for Proposals (“RFP”) constitutes only an invitation to submit responsive proposals of the Borough of Old Forge, County of Lackawanna, herein referred to as the “Borough”. Notwithstanding any other provisions of this RFP, the Borough reserves the right to determine, in its sole discretion, whether any aspect of a proposal satisfactorily meets the criteria established in this RFP to request additional information from any proposer, to waive immaterial defects in any proposal, to reject any or all proposals without cause, and to take any action which the Borough deems appropriate. The Borough intends to select one (1) proposal which, in the sole opinion of the Borough, is most favorable to the citizens of the Borough. The procedures set forth in this RFP are for the convenience of the Borough and shall not give rise to any rights in any person or entity. In the event that a contract is not awarded for any reason or that this RFP is withdrawn for any reason, the Borough shall have no liability to any proposer for any costs or expenses incurred in connection with the RFP or the proposals or transactions contemplated by the RFP or otherwise.
