LEGAL NOTICE TOWN OF GUILFORD INVITATION TO BID #15-2021 A.W. Cox & Guilford Lakes Elementary Schools HVAC Upgrades Phase 2 Boiler & Cooling Tower The Town of Guilford is seeking competitive bids for the A.W. Cox & Guilford Lakes Elementary Schools HVAC Upgrades Phase 2 Boiler & Cooling Tower. Sealed Bids are due on Wednesday, June 16, 2021 at 2:00 p.m. at the Office of the First Selectman, on the second floor of Town Hall, 31 Park Street, Guilford, CT 06437 at which time they will be opened publicly. Bids received after this date and time will be rejected. Sealed Bid envelopes (including overnight packaging) should be labeled with bid number, bid title, and marked “time sensitive”. Any questions regarding the specifications may be directed, in writing only, no later than 4:00 p.m. on Wednesday, June 9, 2021, to Cliff Gurnham, (gurnhamc@guilfordschools.org) with a copy to Peter Barrett (barrettp@ci.guilford.ct.us) and Vicky Ahern (ahernv@ci.guilford.ct.us) in the Purchasing Department. A mandatory pre-bid walk-through is scheduled for Wednesday, May 26, 2021 at 3:00 p.m. To register for the mandatory pre-bid walk-through, each respondent must contact email Cliff Gurnham at with a copy to Vicky Ahern. Each respondent will be required to complete a sign-in sheet, bring your own pen, and must use the hand sanitizer provided at the site prior to signing in. Respondents will meet outside by the main entrance next to the flagpole of Guilford Lakes Elementary School located at 40 Maupas Road and will proceed to A.W. Cox Elementary School located at 143 Three Mile Course. Bid specifications may be obtained from the Town of Guilford’s website at www.ci.guilford.ct.us or the Department of Administrative Services procurement website at https://portal.ct.gov/das. To access the plans for this project, respondents must e-mail Cliff Gurnham at and attach a completed Receipt of Plans and Non-Disclosure Agreement form that is part of the Invitation to Bid packet. Upon receipt, respondent will receive an e-mail from Skysite.com with an invitation to join the site to access the plans. Each bidder will be required to submit to the Office of the First Selectman, their original proposal with one (1) copy, one (1) electronic copy (flash drive), and a bid bond or cashier’s check in the amount of ten percent (10%) of the base bid. Each bidder shall honor the bid price for ninety (90) business days from the date of the bid opening, without modification. Upon award of the bid, the winning bidder shall be bound by the bid proposal price throughout the contract period. The minimum rates to be paid for labor on various classifications of the project shall be in accordance with the current schedule of Prevailing Wages established by the Connecticut Department of Labor, Wage, and Workplace Standards Division. Refer to the prevailing wages included within the specifications. The Town of Guilford reserves the right to reject any or all bids; or to waive defects in same, if it deems such to be in the best interest of the Town.
