LEGAL NOTICE TOWN OF GUILFORD INVITATION TO BID # 2-2122 ROUTE 77 PEDESTRIAN IMPROVEMENTS STATE PROJECT NO. 059-168 FEDERAL AID PROJECT NO. 0077(106) The Town of Guilford is seeking competitive bids for construction of the Route 77 Pedestrian Improvements project located on Route 77, Guilford, CT. Sealed bids are due on Monday, October 11, 2021 at 2:00 p.m. at the office of the First Selectman, on the second floor of Town Hall, 31 Park Street, Guilford, CT 06437 at which time they will be opened publicly. Bids received after this date and time will be rejected. Sealed Bid envelopes (including overnight packaging) should be labeled with bid number, bid title and marked “time sensitive”. Bid specifications may be obtained at the Office of the First Selectman or ay be accessed from the Town of Guilford’s website at www.ci.guilford.ct.us or the Department of Administrative Services procurement website. Any questions regarding the specifications may be directed, in writing only, no later than Thursday, September 30, 2021 at noon. Questions can be sent to Janice A. Plaziak, PE, Town Engineer, at plaziakj@ci.guilford.ct.us with a copy to the Purchasing Department at barrettp@ci.guilford.ct.us and zoccanos@ci.guilford.ct.us. A pre-bid walk through will not be held, however, bidders are required to visit the project site and familiarize themselves with the project area prior to submission of their bid. Each bidder will be required to submit to the Office of the First Selectman, their original proposal with one (1) copy, one (1) electronic copy, and a bid bond or cashier’s check in the amount of ten percent (10%) of the base bid. Each bidder shall honor the bid price for ninety (90) business days from the date of the bid opening, without modification. Upon award of the bid, the winning bidder shall be bound by the bid proposal price throughout the contract period. The minimum rates to be paid for labor on various classifications of the project shall be in accordance with the current schedule of prevailing wages established by the Federal Department of Labor (Davis-Bacon Act) and the Connecticut Department of Labor, Wage and Workplace Standards Division. Refer to the prevailing wage rates included within the specifications. The bidder agrees that 5% of the final contract value shall be performed by Disadvantaged Enterprise Enterprises (DBE) certified by the Connecticut Department of Transportation as a sub-contractor or owner-operator of construction equipment. The Bidder must indicate with their Bid the DBE firms(s) it intends to utilize to meet the above stated percentage and submit the Pre-Award DBE Commitment Approval Request with the bid forms. The Town of Guilford reserves the right to reject any or all bids; or to waive defects in same, if it deems such to be in the best interest of the Town.
