LEGAL NOTICENOTICE TO BIDDERS –TOWN OF EAST GREENBUSHITB #22-04Tempel Lane Extension and Third AvenueImprovementsTown of East Greenbush,Rensselaer County, New YorkNotice is hereby given that sealed bids will be received until 11:00 a.m., Friday, April 15, 2022 by the Town of East Greenbush, at the Town Hall, 225 Columbia Turnpike, Rensselaer, NY 12144, at which time bids will be publicly opened and read aloud for the Tempel Lane Extension and Third Avenue Improvements.This project is being progressed by the Town of East Greenbush. Construction will be in strict conformance with all NYSDOT Requirements and governed by the NYSDOT Standard Specification Section 100 – General Provisions and Section 200 thru 700 – Technical Specifications.The goal requirements for this project are as follows: 15% Women-Owned Business Enterprise (WBE), 15% Minority-Owned Business Enterprise.The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following:The construction of ~ 3,800 linear feet of new Roadway for Tempel Lane Extension along with the widening of 1,600 linear feet of existing Third Avenue Extension along with ancillary work including drainage, grading, guiderail and utilities. The project includes the construction of a 40′ span three sided structure over Mill Creek.Bid Documents will be available on or after Friday, March 25, 2022 at 4:30 PM and may be obtained from the Empire State Purchasing Group website, https://www.bidnetdirect.com/new-york. All bidders must return the “Receipt Confirmation Form” to the Town Purchasing Clerk, Mary Hendrick (phone: 518-477-7788; email: mhendrick@eastgreenbush.org) to be placed on the official Plan Holder’s List and receive Addenda and other Bid correspondence. Hard copy plan sets will not be distributed.A site visit is mandatory for a full understanding of the project and is scheduled for Friday, April 1, 2022 from 10:00 AM-12:00 PM EST. This is the ONLY date to access site due to Tree Clearing Contract. All samples will be taken at this time. You must notify Taylor Tibbetts, DPW Assistant, Monday through Friday from 7:00 AM-3:00 PM at ttibbetts@eastgreenbush.org or call (518) 477-7296 if you will be attending the site visit.The Town of East Greenbush and its Engineer will not issue addenda or respond to bidders questions seven (7) calendar days prior to the bid opening unless the stated bid date is postponed. No questions will be accepted after 4:00 pm on Tuesday, April 5, 2022. Answers to all questions will be answered and communicated to all bidders on the official Plan Holders List via Bidnet/email by 4:00 pm on Friday April 8, 2022.All bids must be made on the official Bid Form and Bid Summary Form or an exact copy or reproduction thereof and enclosed in a sealed envelope. A complete bid must contain all documents listed on the Bidder’s Checklist in accordance with the Instruction to Bidders. This is a Unit Price bid. No bidder may withdraw their bid within forty-five (45) calendar days after the actual date of the bid opening. Each bid must be accompanied by a Certified Check or Bid Bond, payable to the Town of East Greenbush in the amount of five percent (5%) of the base bid in accordance with the Instruction to Bidders.The successful bidder will be required to furnish construction performance and payment bonds in the full amount of the contract price. The successful bidder will be required to comply with all provisions of the Federal Government Equal Opportunity clauses issued by the Secretary of Labor on May 21, 1968 and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804).The Owner reserves the right to reject any and all bids, to waive any and all informalities and the right to disregard all nonconforming, non-responsive or conditional bids.OWNERTown of East Greenbu
